Housing Services Core Housing Improvements Department
Full-Time Regular Onsite (Spokane WA)

SNAP is seeking a motivated experienced leader to join our Housing Services Core as an Inspection Services Coordinator. This is a key supervisory and operational role supporting SNAPs Weatherization Program and related housing initiativesideal for a professional who thrives at the intersection of leadership compliance and community impact.

Position Overview

The Inspection Services Coordinator provides leadership and operational oversight for housing inspection activities ensuring high-quality production regulatory compliance effective contractor oversight and exceptional customer service. This role directly supports staff development program performance and SNAPs broader housing and energy efficiency goals.

Youll work closely with program leadership auditors inspectors contractors and community partners to ensure programs are delivered efficiently safely and in full compliance with local state and federal requirements.

Key Responsibilities

Program Leadership & Operations

  • Coordinate and oversee housing inspection workflows to ensure efficiency quality and consistency

  • Monitor production targets timelines budgets and program performance

  • Support program evaluation revenue analysis and scope-of-work development

  • Collaborate with auditors and program leadership on project costing and funding sources

Supervision & Staff Development

  • Recruit train supervise and evaluate auditors QCI inspectors and data operations staff

  • Set clear expectations provide coaching and support professional development

  • Ensure staff have appropriate tools equipment and safety training

  • Provide on-site technical guidance and leadership support

Contractor & Project Oversight

  • Evaluate single-family and multi-family weatherization projects

  • Collaborate with property owners on scopes of work and financial contributions

  • Oversee contractor qualification procurement and quality standards

  • Review and update contractor manuals agreements and documentation

Compliance & Quality Assurance

  • Ensure compliance with SNAP policies and Department of Commerce Weatherization requirements

  • Review project files for accuracy completeness and regulatory alignment

  • Communicate policy updates and procedural changes to staff

  • Provide input on proposed regulations impacting Housing Services

Customer Service & Community Engagement

  • Oversee resolution of client inquiries and complaints

  • Support public relations marketing billing and reporting activities

  • Represent SNAP on community committees boards and events when authorized

Organizational Leadership

  • Foster an inclusive respectful and professional work environment

  • Serve as an ambassador for SNAPs mission and values

  • Maintain strict confidentiality and ethical standards

  • Perform related duties and special projects as assigne

Compensation & Benefits

  • Starting Salary: $26.93 $30.14 per hour (DOE)

  • Full Pay Range: $26.93 $42.41 per hour

Qualifications

Minimum Qualifications

  • Required: Some combination of education and experience totaling four years experience in all phases of residential construction planning and management such as preparing bid documents and awarding contracts. Including at least 2 years of supervisory experience.
  • Preferred: Bachelors degree and three years of work experience in a related field such as nonprofit housing project management program management and/or energy efficiency improvements. Including 3 years of supervisory experience.

Knowledge Skills and Abilities

  • Demonstrated ability to empathize with and advocate for low-income and vulnerable populations while maintaining strict confidentiality of personal information.
  • Strong managerial and leadership skills including planning delegation time management staff selection supervision performance evaluation and conflict resolution.
  • Willingness and ability to learn single-family and multi-family weatherization and rehabilitation techniques materials specifications and applicable building codes.
  • Excellent oral and written communication skills with the ability to convey information clearly accurately and in a timely manner.
  • Proven ability to monitor evaluate and improve production levels and to effectively identify and resolve quality control issues.
  • Ability to read interpret and apply complex regulations policies and building codes.
  • Knowledge of and ability to implement WISHA/OSHA safety regulations and best practices.
  • Exceptional interpersonal skills with the ability to foster a collaborative team environment and work effectively with diverse populations.
  • Ability to establish and maintain effective working relationships with local state and federal agencies.
  • Must be proficient in Microsoft Office Suite including Word Excel and Outlook. Must be proficient with data entry data tracking and utilizing databases. Salesforce experience is a plus.
  • Strong organizational skills with the ability to coordinate workflow and meet deadlines.
  • Ability to establish and maintain effective working relationships with community members and local state and federal public and private organizations.

Training and Certifications

  • Valid drivers license with a satisfactory driving record.
  • Lead Safe Work Practices training (provided by the Agency).
  • Safety training (ongoing).
  • BPI/QCI certification required within 12 months of starting position (training and certification provided by the Agency).

Work Environment and Physical Requirements

This position is primarily performed in an office environment but requires regular local travel to residential and multi-family work sites. Occasional domestic air travel may be required. Work is performed in seasonal heat and cold and may include entry into confined spaces such as attics and crawl spaces. The position may require working on rooftops and in other potentially hazardous areas.

Employees may be exposed to dusty wet muddy poorly ventilated and occasionally unsanitary conditions as well as fumes and substances including paint solvents and other construction-related materials.
