Position Summary

The Opportunity: Since 1988 SVC has contracted with Elderhostel Inc. to administer the Road Scholar life-long learning program. The Road Scholar Program combines education and travel to provide experiential learning opportunities to adults and is a vital component of Skagit Valley College (SVC) community engagement within the SVC region of service.

The position of SVC Road Scholar Program Manager serves as the administrator/program manager for the Road Scholar Program at SVC. This position handles all aspects of the program from start to end (program development & inception scheduling contract review staffing administration etc.). This position works under the general/administrative direction of the San Juan Center Executive Director and is an exempt 12-month 80% full-time position (32 hours per week). This position manages all aspects of the SVC Road Scholar educational program providing technical assistance and specialized oversight for the Executive Director of the San Juan Center staff and faculty. The position independently manages the SVC Road Scholar department and collaborates with the San Juan Center Executive Director to develop publish and maintain the SVC Road Scholar annual schedule of course offerings. Additionally this position manages the daily operations complex staffing and scheduling costing and analysis that is associated with the operation of the SVC Road Scholar Program.


The San Juan Center is located at 221 Weber Way Friday Harbor WA 98250.

Duties and Responsibilities

Program Operations Duties

  • Manage the SVC Road Scholar Program department with oversight from the SJC Executive Director of administrative tasks.
  • Use Excel to create the annual calendar and annual schedule of course offerings for the SVC Road Scholar Program.
  • Oversee the SVC Road Scholar Program annual schedule of course offerings to ensure that SVC is offering adequate course offerings and seat capacity as requested annually by Elderhostel Inc. for administration of the Road Scholar Program.
  • Schedule the SVC Road Scholar Program van fleet use (currently five vans) and schedule all usage requests for the van fleet.
  • Manually enter and upload the annual SVC Road Scholar Program course offering dates detailed itineraries for each course offering and instructor profiles into the Elderhostel Inc. ERP (El-Star) system and the end user student/participant website.
  • Monitor quarterly and annual SVC Road Scholar Program course offerings capacities and waitlists; adjusting capacities as needed based on seat availability in coordination with the SJC Executive Director.
  • Analyze enrollment of course offerings on a routine basis and make recommendations to the SJC Executive Director regarding cancellations and enrollment adjustments and use judgment to determine placement of waitlisted students.
  • Anticipate potential conflicts and attempt resolution before problems occur. Prioritize evaluate and use judgment to consult with staff and outside entities to identify potential issues explore solutions and alternatives and recommend resolutions designed to meet the goals and objectives of the SVC Road Scholar department.
  • Develop and maintain SVC Road Scholar Program procedures for departmental use.
  • Create the annual staffing schedule for the SVC Road Scholar department and provide routine staffing reviews with the SJC Executive Director to develop staff schedules and fill emergent staffing needs.
  • Prepare and submit SVC Road Scholar Special Assignment Contract stipends to ensure that they are compliant with HR standards and WA state minimum wage calculations.
  • Project management to simultaneously manage multiple SVC Road Scholar Program aspects at the same time. Use judgment to prioritize competing and shifting demands and needs of stakeholders to meet deadlines and achieve student/participant and departmental satisfaction and success.
  • Prepare record maintain and distribute classroom materials staffing instruction and handouts for each course offering in the SVC Road Scholar Program.
  • Maintain departmental lists of facilities staff instructors and vendor contacts and agreements.
  • Maintain and update all SVC Road Scholar departmental files to track all aspects of the SVC Road Scholar Program (staffing expenses educational instruction program development and improvement needed supplies etc.) as well as vendor contacts and pricing information for Program forecasts.
  • File electronic and hard copies of correspondence evaluations spreadsheets schedules student/participant information budget information and comply with appropriate WA OFM records retention rules.
  • Provide highly skilled office managerial and executive administrative support.

Program Fiscal & Financial Duties
  • Complete program budget forecasting and analysis and review in conjunction with independent course budgets to establish the tuition rates charged for SVC Road Scholar Program seminar/course offerings.
  • Monitor the SVC Road Scholar departmental operating budget activity. Provide periodic budget updates to the SJC Executive Director and the Mount Vernon VP for Advancement.
  • Use advanced Excel skills to create the 30-40 independent SVC Road Scholar Program course budgets each year.
  • Make recommendations to the SJC Executive Director on matters of capital activity. Make recommendations for program needs and purchases.
  • Ensure program itineraries are properly permitted when access or use requires such as Washington State Parks National Parks and other agency permissions or permits.
Program Communications Duties
  • Provide clear consistent written communication to SVC Road Scholar Program staff vendors students/participants and Elderhostel Inc. staff on an ongoing basis.
  • Communicate and collaborate with the SVC Road Scholar department staff and instructors to ensure all SVC Road Scholar Program course offerings are appropriately staffed. Initiate all scheduling communications as well as staffing revisions and emergency staffing requests.
  • Communicate directly with SVC Road Scholar students to fulfill student accommodation requests during SVC Road Scholar courses.
  • Respond to Elderhostel Inc.s enrollment services via email and by phone to provide additional customer service to students/participants as needed.
  • Serve as a liaison with Elderhostel Inc.s Customer Service to troubleshoot enrollment and waitlist issues.
  • Communicate and collaborate with various SVC business office HR payroll and facilities staff to coordinate efficient and effective procedures
  • Proactively audit and communicate with multiple vendors via email and phone to receive invoices in a timely and accurate manner.

Program Stability Growth and Development duties
  • Provide annual training to all SVC Road Scholar Program departmental staff and provide onboarding assistance to new departmental staff.
  • Program Development: Research venues activities and instructional opportunities to improve and grow enrollments in the SVC Road Scholar Program.
  • Develop/create new SVC Road Scholar program course concepts as needed for program evolution and success or as requested by Elderhostel Inc.
  • Attend and represent SVC and the SVC Road Scholar Program at various public and industry events that enhance and support community engagement.
Program Planning Duties
  • Collect and organize complex program data (staffing recruitment enrollment data student/participant special needs and accommodations availability of instructors and venues contractual deadlines etc.) and plan and schedule all aspects of the SVC Road Scholar Program course offerings and develop reports for the SVC Road Scholar Program.
  • Anticipate potential conflicts and attempt resolution before problems occur. Prioritize evaluate and use judgment to consult with staff and outside entities to identify potential issues explore solutions and alternatives and recommend resolutions designed to meet the goals and objectives of the SVC Road Scholar Program.
  • Perform data analysis needed for various proposals and subsequent monitoring of the SVC Road Scholar program goals and objectives.
  • Serve as Group Leader Supporting Group Leader and/or Van Driver for Road Scholar programs on occasion by design or as emergency backup.
  • Conduct SVC Road Scholar Program Operations reviews during and after SVC Road Scholar course offerings andmake recommendations for improvements to quality operations organizational efficiencies and for maximizing tuition revenue.

Qualifications

Minimum Qualifications

  • Associate Degree or High School Diploma with relevant work experience;
  • Two (2) years of experience as a program manager or a combination of education and progressively responsible administrative experience or program management experience;
  • Proficiency in Excel;
  • Have or have the ability to obtain a WA State Van Safety Certification.

Preferred Qualifications
  • Bachelors Degree;
  • General proficiency in ctcLink;
  • Five (5) years of experience with academic program or staff scheduling.
