Are you a seasoned investigator with a talent for leadership The Division of Racing is seeking anAgent in Chargeto spearhead our enforcement and regulatory this high-impact role you will manage the development and execution of complex criminal investigations oversee critical licensing and veterinary functions and ensure the integrity of Colorados racing industry.

What Youll Do:

Strategic Leadership & Program Oversight

  • Lead and mentor a professional staff across Enforcement Investigations Licensing and Veterinary sections.

  • Set performance standards establish program goals and develop staffing plans to ensure the Division meets its regulatory objectives.

  • Monitor forensic laboratory protocols for evidence storage and ensure compliance with state and federal standards.

  • Review and modernize enforcement strategies including critical incident responses in partnership with the Arapahoe County Sheriffs Office.

High-Level Criminal & Financial Investigations
  • Lead multi-jurisdictional and international investigations involving financial fraud asset identification capital structure analysis and securities reporting.

  • Prepare and review investigative reports and affidavits; execute search/arrest warrants manage evidence and provide expert testimony in court.

  • Identify problematic applications and initiate disciplinary proceedings for presentation to the Division Director and the Racing Commission.

Agency Liaison & Industry Relations
  • Act as the primary liaison to the CSU School of Veterinary Medicine for necropsy testing and specialized staffing.

  • Negotiate Memorandums of Understanding (MOUs) and coordinate intelligence-sharing with municipal county and business stakeholders.

  • Compile annual metrics on injuries drug testing results and case outcomes to drive future legislative and rule changes.

Personnel Management
  • Manage the full employee lifecycle from hiring and onboarding to performance coaching and professional development.

  • Prioritize assignments and monitor progress to ensure the highest quality of deliverables and regulatory oversight.

MINIMUM QUALIFICATIONS:
Experience Only:

Ten (10) years of relevant experience infull-time professional investigative experience; one (1) year of the experience must demonstrate performing duties as a work leader unit supervisor or equivalent.

AND

*Required valid/active Colorado P.O.S.T. Certification (Peace Officer Standards & Training) certification that is active in good standing and free of any restrictions suspensions or revocations at the time of application.

OR

Education and Experience:

A combination of related education inbusiness administration public administration criminology criminal justice criminalistics political science police science law enforcement law psychology sociologyor a closely related field and/or relevant experiencefull-time professional investigative experience one (1) year of the experience must demonstrate performing duties as a work leader unit supervisor or equivalent equal to ten (10) years.

*Required valid/active Colorado P.O.S.T. Certification (Peace Officer Standards & Training) certification that is active in good standing and free of any restrictions suspensions or revocations at the time of application.

Necessary Special Qualifications:

  • Must possessand maintain a valid Colorado Drivers License.
  • In and out of state travel required as needed.
  • Applicants must be willing and able to peform lifiting carring or otherwise moving objects occasionally up to 50 pounds.
  • Random drug tests may be required of all positions.
  • Applicants must be willing to work nights weekends holidays and maintain on-call status while off-duty for emergency response.
  • Maintain a current/valid Colorado Peace Officer Standards & Training (POST) certification that is active in good standing and free of any restrictions suspensions or revocations at the time of application.

Preferred Qualifications:

The ideal candidate will possess the following skills:

  • Knowledge of Colorado rules and regulations related to Division of Racing.

  • Outstanding candidates will have extensive experience leading or managing complex criminal and regulatory investigations including those involving multi-jurisdictional or multi-agency coordination.

  • Proven ability to develop and implement investigative strategies policies and procedures to support regulatory and enforcement goals.

  • Experience supervising multi-functional investigation teams setting performance standards and ensuring compliance with legal and ethical guidelines.

  • Familiarity with administrative hearings regulatory compliance frameworks and civil and criminal enforcement actions.

  • Demonstrated knowledge of relevant state laws and administrative regulations and enforcement procedures.

  • Proficiency in the Microsoft Office Suite and Google Workspace.

  • Experience preparing investigative reports affidavits and legal documentations for search and arrest warrants and providing testimony in administrative and criminal proceedings.

  • Excellent communication and interpersonal skills with the ability to present findings clearly to senior leadership regulatory bodies and law enforcement partners.

  • Experienced in evaluating enforcement systems and recommending improvements to enhance regulatory effectiveness.

  • Experience in financial investigations forensic accounting asset tracing and analysis of complex financial structures.


Conditions of Employment with the CDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.

As a condition of employment with the CDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
