Description of Work

This position has supervision responsibility for social work consultation services through the Child Medical Evaluation Program (CMEP). This consists of a team of seven (7) Regional Abuse and Medical Specialists Social Workers and one Supervisor. Using a regional model approach this team is responsible for consultation in a variety of areas. These areas include consultation on policy and practice assessing county program performance review of data record review and off-site consultation coaching building professional relationships assisting and supporting the development of CQI plans for improvement in safety permanence and well-being outcomes using a regional model approach. This position provides real-time managerial support to consultants working with county child welfare supervisors managers and DSS Directors to develop safety plans designed to keep children age 3 and under who have suffered a severe or unexplained injury safe and to prevent another injury or the death of the child when local child welfare practice does not align with state policy or law. The guidance and decisions the manager makes are subject to scrutiny by legal representatives of the local child welfare department NCDHHS DSS counsel and senior leadership as far up as the Secretary legislators and could be subject to media reports. This position provides this managerial oversight to consultants in addition to providing or arranging 24/7/365 technical assistance and training to county child protective services management and staff to ensure programs remain in compliance with North Carolina General Statutes Administrative Rules and policies and federal mandates. Additional duties for this position: will assist with revisions and updates to state Medical Aspects training as well as creating additional training / development that is needed to support county child welfare staff.

This position will be required to share in 24/7/365 on call rotation with the RAMS supervisor employed by UNC in the provision of RAMS supervision and consultation.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $67122 - $117465

Recruitment Range: $67122 - $90000

  • Experience in supervising a highly functioning team of child welfare safety and medical specialists to achieve measurable outcomes in a dynamic work environment
  • Extensive experience in CPS assessment of serious injury cases understanding of appropriate medical evaluations and work experience in managing child welfare programs
  • Experience in applying principles of conflict resolution making critical decisions on serious injury cases in child welfare
  • Experience in establishing and maintaining effective working relationships with staff from Federal State and local agencies as well as clients general public and private service providers from multiple disciplines to plan implement and sustain system improvements in the social services system.

This position is funded in part through federal funds.
