Job Summary

The University of Iowa Health Care Department of Radiology is seeking an Engineering Director to manage the day-to-day operations of the Engineering Team in the Department of Radiology. Develop and manage the development and implementation of practical creative functional safe and affordable solutions to technical problems using scientific knowledge ingenuity mathematics and engineering principles.

Characteristic Duties and Responsibilities:

1. Leadership/Human Resources

In collaboration with Departmental HR Representative(s) works across multiple radiology engineering functions Engineering Specialists and hospital leaders to ensure a consistent approach to HR management and employee engagement

Hold Engineering Specialists and other personnel accountable for high performance and workforce engagement by articulating expectations monitoring performance and providing feedback consistently across areas of responsibility

Approve resource allocations and staffing collaboration with human resources facilitate use of analytical tools and analysis related to workforce utilization and productivity and other operational metrics relevant to the workforce

Oversee building and updating workforce models aligned with demand and efficiency.

Responsible for the recruitment of new employees address performance problems and provide recommendations regarding disciplinary actions and discharge of personnel as necessary.

Evaluate succession planning and leadership development for radiology engineering

Ensures that radiology engineering staff is provided with educational training to complete their assigned tasks.

2. Communication

Engage and collaborate with CDA DEO physicians and clinical areas to identify opportunities for improvement program development and capital budgeting

Communicate with external agencies/vendors and act as department liaison for equipment and service needs related to radiology engineering.

Manage the relationship between engineering specialists staff medical staff and UI Health Care leadership in a positive manner

Represent radiology engineering in meetings or on committees within UI HEALTHCARE and College of Medicine

Communicate expectations and provide support and resources that are in alignment with the vision and strategic planning of the UI Health Care to foster innovation and efficiency in the workplace

Key department representative and collaborator with Siemens as part of the Enterprise Service Agreement

3. Financial Responsibility

Prepares capital equipment replacement plans for the CDA and DEO as directed or as necessary

Prepares major capital equipment upgrade plans for the CDA or DEO as directed or as necessary

Recommends and develops space considerations for the CDA and DEO for capital development and expansion

Prepares and coordinates the formulation of technical specifications of new diagnostic imaging systems nuclear medicine instrumentation and PACs system based upon technical and patient-care parameters imputed from radiology staff members

Evaluates radiologic imaging technical specifications

Prepares technical analysis reports for potential capital purchases

Analyzes vendor equipment bid proposals and prepares technical reports for the CDA and DEO

Coordinates vendor equipment presentations for faculty and staff as directed by CDA

Coordinates development of equipment purchasing RFP technical specifications

Prepares radiological engineering budgets to include routine maintenance preventative maintenance service contracts quality control and assurance and parts and supplies

Maintains expenses and capital equipment for year over year expenses related to Siemens Enterprise Service agreement.

4. Engineering/Project Management

Oversee the management of multiple projects to ensure completion within budget schedule and in compliance with engineering standards

Have a basic understanding of project management tools and uses these tools to assist projects from start up through completion

Collaborate with various other project managers within HCIS Capital Management and outside vendors to ensure all projects are completed within a timely manner

5. Planning and Goal Management

Work with CDA and other administrative staff to develop departmental strategic plan and integrate it with other functions; guide managers in developing action plans for implementation; monitor progress to goal completion

Assures goals are aligned with the departments strategic plan and initiatives

Define develop and create goals for radiology engineering and its employees

Create maintain and monitor internal tracking mechanisms for inventory management asset management and work order ticket tracking.

- Evaluates evolving imaging instrumentation technologies and assists in research activities

Attends technical and scientific meetings and seminars to investigate and evaluate new imaging instrumentation technologies

Prepares evaluation reports for CDA and DEO relative to new imaging instrumentation technologies

Coordinates and assists in faculty and technical support staff research and development activities as directed by the CDA.

- Directs coordinates or preforms special projects as assigned by the CDA

Completes special projects as assigned by the CDA or DEO in required time frame

Functions as a department liaison to vendors relative to equipment acquisition maintenance and collaborative projects.

6. Compliance

Ensure all departmental projects meet specifications standards and regulations. Serve as final decision maker for determining compliance issues.

- Maintains radiology imaging instrumentation maintenance

Provides staff with direction to ensure diagnostic imaging systems nuclear medicine and PACs systems are maintained to ensure correct operations and compliant with applicable codes and regulations and law

Directs and ensures utilization of extra divisional resources to complete instrumentation maintenance function

Directs development and coordination of all diagnostic imaging system quality control and assurance activities based upon technical and patient-care parameters input from radiology staff members.

- Directs the administrative functions of the Division of Radiology Engineering

Ensures Radiology Engineering staff is provided with educational training to complete their assigned tasks

Develops divisional staff organizational structure scheduling and task assignments to ensure successful completion of assigned tasks and utilization of staff resources

Assist the CDA and DEO in the development and implementation of policies and procedures for the Radiological Engineering Division

Recommends to the CDA and DEO the adoption and /or modification of Departmental Policies and Procedures.

Supervision received:

General supervision is received from Clinical Department Administrator.

Supervision exercised:

Provide functional and administrative supervision over Engineer Specialist (PWB3) and Radiology Engineering support staff.

Education Required

Completion of a masters degree or an equivalent combination of education and experience is required.

Required Qualifications

At least three years of comprehensive leadership/management experience

Experience in financial management data analysis and budgeting

Knowledge and experience with organizational management software tools (i.e. Excel Visio Micro-Main Microsoft Office CAD etc.)

Excellent written and verbal communication skills

Strong interpersonal skills and high emotional intelligences

Drivers license and ability to meet the University of Iowa Fleet Management Drivers safety requirements.

Ability to apply organizations performance management system practices and tools to developing and improving individual team and organizational performance.

Demonstrated experience working effectively in a welcoming and respectful workplace environment.

Desirable Qualifications

LEAN and/or Six Sigma experience or Project Management Professional (PMP) Certification

Experience with continual process and quality improvement

Knowledge of digital and analog electronics high voltage distribution systems and electro-mechanical device

Knowledge and experience maintaining diagnostic imaging systems including general X-ray CT and MRI

Basic working knowledge of diagnostic imaging equipment radiation detection and radioisotope principles

Knowledge of imaging PACs

Experience in the assembly installation troubleshooting and repair of mechanical/electrical components and equipment

Working knowledge of internet security and data privacy principles

Demonstrated excellent problem-solving ability in order to resolve issues and insure functionality

Demonstrated ability to work effectively independently or within a team environment

Knowledge of University of Iowa Policies and Procedures.
