SUMMARY
This is advanced semi-skilled technical work at a journey-level focusing on the operation construction maintenance inspection and repair of gas distribution systems and facilities. Additional responsibilities include operating equipment and instruments used in the protection location and detection at gas distribution facilities.
Positions allocated to this classification report to a designated supervisor but have the ability to work without supervision or direct observation. Work in this class is distinguished from other classes by its ability to operate specialized equipment advanced technical knowledge and ability to work independently.

ESSENTIAL JOB FUNCTIONS
Constructs operates inspects maintains and repairs gas service and main lines and associated facilities and systems.
Uses various line locating and leak surveying equipment on both natural gas and liquid propane distribution systems.
Performs tapping and stopping procedures on pressurized gas main and service lines.
Performs and inspects fusion welds.
Performs leak surveys as required and in accordance with Florida Public Service Commission (FPSC) guidelines.
Performs all required tests on newly constructed and maintained gas main and service lines.
Operates maintains and inspects construction equipment including small and large trenchers backhoes and front-end loaders.
Maintains detailed records.
Installs operates maintains repairs and inspects gas system valves.
Retires main and service lines and meter installations.
Coordinates and maintains cathodic protection program.
Directs personnel to perform assigned tasks and inspect completed work.
Directly observes and inspects work of non-qualified personnel.
Requests locates through Sunshine State One Call of Florida (811) marks and protects main and service lines throughout GRU Gas facilities.
Field checks submitted drawings As-Builts and Leak Report Maps for accuracy and completeness.
Assists in training subordinates in advanced technical journey-level work performing operation construction maintenance inspection and repair of gas distribution systems and facilities.
Perform investigations into where gas leaks may be present.
Operate equipment associated with Leak Surveys detection location and classification.
Responsible for supervising entries into vaults pits and other potentially hazardous confined spaces.
Maintains calibrates and documents maintenance in all multi-gas detection equipment flame packs and locators.
Responds to emergencies.
May be required to provide after normal working hours standby duty.
Oversees work crew safety and discipline.
Oversee public safety including traffic control at work-in-progress sites.
Assists or performs work of subordinates.
Overseas and assists in construction site clean-up activities.
Perform safety checks on assigned vehicles and routine maintenance on construction equipment.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May frequently chauffeur other employees depending upon assignment and work location.
May be required to transport mix handle or use hazardous materials (other than cans of gasoline batteries pumping fuel or access to normal janitorial cleaning materials) or may be responsible for facilities or equipment carrying current fluids or gas that could endanger the public or other employees.
Prepare detailed records and reports in a timely manner.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma is required. Passing the appropriate GRU trainability exam may be required.
and four (4) years of responsible experience in construction operation maintenance inspection and repair of gas distribution systems including operation of applicable excavation equipment or an equivalent combination of training and experience which provides the required knowledge skills and abilities.
Pre-employment medical examination required including satisfactory drug screening.
CERTIFICATIONS OR LICENSES
Licenses
Valid Florida Driver License required.
Florida Commercial Drivers License (CDL) Class A required at the time of appointment.
Certifications
Completion of GRUs Gas Worker Apprentice Progression - Through - Training Program or industry equivalent is required.
Must participate in the GRU Gas Worker Progression Through - Training - Program.
KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of methods practices and materials used in construction operation and maintenance of gas facilities.
Thorough knowledge of occupational hazards and safety rules and procedures including traffic control in the gas industry.
Thorough knowledge of municipal state and federal rules concerning construction operation and maintenance of gas facilities.
Proficient in the operation of personal computers Microsoft Office and other relevant software and internet-based reporting systems.
Ability to acquire and demonstrate thorough knowledge of departmental policies and procedures including the General Operation and Maintenance Procedure and Gas Department Construction Manuals.
Knowledge of occupational hazards and accident prevention methods in assigned area of responsibility.
Ability to acquire and demonstrate knowledge of City and County geography.
Ability to operate work related equipment.
Skilled in the use care and general maintenance of related equipment and tools.
Ability to plan direct and supervise work of others.
Demonstrated working knowledge of personal computers and related departmental software.
Ability to prepare and maintain records reports and work requests.
Ability to perform leak survey work and use leak-surveying equipment.
Ability to read understand and work from engineering maps drawings blueprints and sketches.
Ability to communicate effectively both orally and in writing.
Ability to establish and maintain positive working relationships with co-workers community agencies other City employees and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
Subject to Pipeline and Hazardous Materials Safety Administration (PHMSA) drug testing.
Pre-employment medical examination required including satisfactory drug screening.
Work requires sufficient physical strength and agility to safely perform all essential functions including the ability to lift kneel push pull and stoop while carrying a load of 50 pounds without assistance.
Requires the ability to use respiratory protection equipment in compliance with OSHA regulations.
Successful completion of specified training courses required.
Work requires use of personal protection equipment including hearing eye foot hand and head protection.
WORK ENVIRONMENT
Work may require performing tasks in and around heavy traffic.
Work will require performance of tasks outdoors under varying climatic conditions.
Work will require exposure to hazardous conditions and noxious chemicals.
Work may require exposure to prolonged high noise levels requiring the use of personal protective equipment.
