Job Summary

POSITION SUMMARY

The Redevelopment Manager is responsible for attracting new private investment to areas within Englewood that require redevelopment which could include public/private partnerships to facilitate the transformation of commercial districts. One specific area of redevelopment focus is CityCenter Englewood. The position is also responsible for coordinating redevelopment initiatives that may be implemented by the Englewood Downtown Development Authority. The Redevelopment Manager should have at least six years of experience in redevelopment program administration including at least four years of project management experience. Private sector real estate development experience is highly desirable. A combination of demonstrated experiences will also be considered.

The Redevelopment Manager represents the City of Englewood in business related to redevelopment/development and land use matters participates in public meetings and leads complex negotiations for property transactions public financing and public/private development projects. The manager also prepares and presents reports for public agencies and businesses regarding current and proposed City of Englewood redevelopment projects and programs.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities

  • Under the direction of the Director of Community Development the Redevelopment Manager is responsible for implementing the Citys redevelopment projects and programs. A particular emphasis is placed on recruiting new real estate investment in the commercial areas of the community.
  • Coordinate and prepare required financial information real estate pro forma technical reports other reports and analyses and project budgets.
  • Meet with potential investors property owners and tenants to secure their participation in redevelopment projects.
  • Coordinate and provide recommendations regarding redevelopment project activities including real estate acquisition and disposition tenant relocation demolition building construction and rehabilitation property management and public improvements.
  • Develop and maintain a database of vacant and underutilized commercial buildings and properties that have redevelopment potential.
  • Conduct required planning demographic and market analyses to support redevelopment initiatives.
  • Coordinate with other department and City of Englewood staff who perform duties required to facilitate redevelopment activities and work to ensure the progress of redevelopment projects.
  • Develop options to leverage private investment through strategic public investment in redeveloping areas. Explore the formation of public/private partnerships for key redevelopment projects.
  • Ensure that redevelopment activities in the community maintain and increase the citys retail commercial and industrial tax base while enhancing the diversity and stability of the local economy.
  • Maintain and expand a base of knowledge regarding various public financing and non-monetary incentive mechanisms to facilitate new investment in the community.

Other Duties & Responsibilities

  • Serve as a member of the Community Development Departments management team.
  • Partner with the departments Economic Development Manager on shared projects services and work initiatives.
  • Serve as a professional resource and City of Englewood liaison for the staff and board of the Englewood Downtown Development Authority.
  • Assist the Community Development Department Director in establishing department goals and priorities.
  • Represent the City at public hearings community meetings and professional conferences.
  • Retain and manage the work of consultants and outside professional service providers.
  • Establish cooperative partnerships with the existing business community real estate developers property owners and other local public and private sector economic development organizations to facilitate redevelopment activities.
  • Provide the excellent customer service expected of all City of Englewood employees.
  • Performs other duties as assigned and required.

PREPARATION AND TRAINING

Education

  • BA or BS degree in real estate city/urban planning economics business administration public administration or related field.
  • An advanced degree is highly desirable.

Work Experience

  • At least six years of increasingly responsible experience administering redevelopment economic development and/or land use planning projects and programs
  • At least four years of project management experience.
  • Experience associated with initiating complex redevelopment projects is highly desirable.

Certifications and/or Licensures

  • None

Required Drivers License

  • Valid Colorado drivers license and a clear or acceptable MVR

An equivalent combination of education training and relevant job experience may be substituted.

Skills and Abilities

Computer Skills - Strong computer skills needed to prepare and maintain reports spreadsheets and databases. Also needed to prepare presentations.

  • Strong Internet skills needed for communication research and resources.

Communication - Advanced customer service skills needed to establish and maintain effective working relationships with public agencies consultants developers and the business community. Advanced verbal and written communication skills are required to prepare reports and deliver presentations.

Analytical - Strong skills needed to review and analyze loan requests business plans and other business financial data.

Project Management - Strong skills needed to manage and implement new programs.

General Management - Strong skills needed to administer the financial component of the Citys redevelopment development program.

Mathematical - Strong skills needed to analyze redevelopment opportunities.

WORKING CONDITIONS

Work is performed in a standard office environment requiring sitting for extended periods of time and occasional light lifting (up to 15 lbs.). Job requires visual and physical capabilities to perform data entry filing and to work on computers and associated equipment for prolonged periods of time (4-6 hours daily).

SALARY RANGE

$85508 - $128263/Annual Salary
