Job Summary

The Capital Accounting Analyst assists in the accounting and analysis of expenditures related to the Authoritys Capital Investment Plan (CIP) and the accounting treatment of the various funding sources including federal state and bond. This position will be responsible for participating in federal grant and state contract management duties including reviewing expenditures processing requests for reimbursements and complying with Federal reporting requirements. A critical aspect of this position will be focused on the fixed asset accounting of more than $22B of assets audit requests and maintaining policies and procedures.

Duties & Responsibilities

  • Record the monthly transfer of capital expenditures to the Construction Work in Progress Account (CWIP).
  • Record the transfer from CWIP to Fixed Assets for additions and update the Fixed Asset Register accordingly.
  • Process fixed asset dispositions and liaise with the FTA.
  • Update the Authoritys fixed asset database in the Oracle PeopleSoft Financial Management Information Systems (FMIS) with additions and dispositions and reconciled with the Fixed Asset Register and General Ledger.
  • Assist in the annual physical inventory process create the physical inventory list and reconcile with the Financial Management Information Systems (FMIS) database.
  • Prepare the Capital paylist report ensuring accuracy of data on the Authoritys Capital Management System (CMS) and Financial Management Information Systems (FMIS).
  • Process Federal Drawdowns and maintain appropriate records and input this information into the Capital Management System (CMS) and Financial Management Informational Systems (FMIS).
  • Analyze monthly expenditure reports for appropriate billing of labor and overhead costs.
  • Process State Contract billings for funds that are advanced or on a reimbursement basis.
  • Process adjustments and transfers prepare various statements of cash expenditures and reconcile these statements to other authorities or governmental agencies as required.
  • Prepare journal entries and assist with monthly general ledger account reconciliations.
  • Assist with the quarterly accrual process.
  • Assist in the preparation of the Federal Financial Reports submitted quarterly to the Federal Transit Administration (FTA) and other transit agencies.
  • Assist in external audits that are required by different governmental agencies and the annual audit of the Financial Statements.
  • Develop and maintain policies and procedures in compliance with governmental agency requirements.
  • Respond to each inquiry from customer vendor or co-worker in a courteous and professional manner.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelors degree from an accredited institution in Business Accounting or other related field.
  • Two (2) years of experience in capital accounting and/or fixed assets accounting.
  • Effective organizational analytical record keeping multi-tasking and time management skills.
  • Strong attention to detail and strict adherence to deadlines.
  • Proficient in Word Excel Databases ERP and Financial Management & Reporting systems.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of accounting related experience substitutes for the bachelors degree requirement.
  • An associate degree from an accredited institution and additional three (3) years of accounting related experience substitutes for the bachelors degree requirement.
  • A masters degree in a Business Accounting or other related field substitute for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in an accounting related field substitutes for one year of experience

Preferred Experience and Skills

  • Bachelors degree from an accredited institution in Accounting.

Job Conditions:

  • Ability to effectively read comprehend communicate and respond to instructions orders signs notices inquiries English.
  • Be at least eighteen (18) years of age except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston MA metro area as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively independently and as part of a diverseworkforce team (or supervise if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Ability to pass a Criminal Offender Record Information (CORI) check comprehensive background screening and / or medical Clinic screening potentially including physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned directed or necessary for this position including (for some transit / operations roles) up to twenty-four (24) hours per day seven (7) days per week as necessary to accommodate severe weather conditions emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally interns / co-ops must have valid work authorization and U.S. Social Security Numberprior to starting pre-employment screenings / pre-boarding working in their positions and throughout the duration of their program.
