SDOT has an exciting opportunity for a collaborative and tech-savvy Contracting & Procurement Data Analyst (Management Systems Analyst)on our Contracts and Procurementteam within the Finance and Administration Division. This key team member will support departmental procurement needs as we continue to develop and expand our Contracts & Procurement program. This position reports to the Data and Procurement Supervisor and will act independently and as part of a team perform consultant contracting public works and purchasing-related tasks. Additionally this Analyst will support data reporting policy process and system improvements leveraging technological solutions. The position involves working across the entire organization and collaborating with staff from other departments within the City.

Job Responsibilities

  • Processes consultant contracting public works and purchasing invoices and transactions.
  • Assists developsand executesthe less complex contracts and purchasing requests.
  • Developsprocurement policy process documentation workflows and training materials.
  • Assistsinthecontinued development of the Contracts and Procurement SharePoint site.
  • Workswith staff to troubleshoot system and process issues and escalatesas needed.
  • Communicateswith and trainsoffice and field staff on a variety of procurement topics.
  • Assistsin supporting new features and modules in the Citywide Contract Management System (CCMS) for training reporting contract entry issue resolution and process improvements.
  • Assistsin generating procurement reports workplans and metrics on a regular and ad-hoc basis using Excel Access Tableau Power BI or other analytical software.
  • Supportsthe Citys Women and Minority Owned Business Enterprise (WMBE) program and federal Disadvantaged Business Enterprise (DBE) program.
  • Supports department goals in promoting diversity and social justice in keeping with the Citys Race and Social Justice Initiative.

Qualifications

Minimum Qualifications:
Education:

  • Bachelors Degree in business or public administration finance computer science or related field.

Experience:

  • Two (2) years of experience with contracting informational systems operations procedures research or analysis.

OR:An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Though not requirements strong candidates will have some of the following experience or are able to describe comparable experience:

  • Intermediate to advanced proficiency in using Word Access Excel PowerPoint Visio SharePoint and other analytical software.
  • Experience with purchasing processes and PeopleSoft 9.2 or other contracting or purchasing systems.
  • Experience with public sector consultant contracting.
  • Familiarity and/or experience with data cubes Power Apps and Flow Tableau Power BI.
  • Excellent written and oral communication skills and a high level of customer service skills.
  • Ability to work both as part of a team and independently while keeping supervisor informed of progress and issues.
  • Attention to detail organization and the ability to actively manage multiple processes.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.

Other Requirements:
Work Environment / PhysicalDemands:

  • Work is typically performed in a hybrid work environment in which a minimum of 3 days of work is completed in a City office and 2 days of work is completed remotely in a regular 40-hour work week.

The Citys full salary range for this position is $47.39 - $55.19 hourly.
