What are we looking for
Education and Experience:
Bachelors Degree in Public Administration Business Administration Finance Humanities or other related area; and
Two (2) years of job-related experience with housing programs that includes housing development finance property management and/or grant management.
Alternate combinations of education and experience will be considered on a case-by-case basis
Competencies:
Knowledge of:
Federal grant terminology regulations guidelines and procedures
Affordable housing development concepts program planning public administration
Management and fiscal accountability practices applicable federal and state financing programs
Grant management and construction techniques local government administration
State and federal laws rules and regulations that apply to projects.
Ability to:
Plan coordinate and supervise program activities under general guidance and direction
Analyze and interpret financial information including grant and loan disbursement amounts rental property pro forma and homebuyer underwriting
Negotiate with and persuade a variety of individuals
Work under short deadlines with changing priorities
Pay close attention to detail and follow written instructions
Communicate effectively orally and in writing with a variety of individuals and agencies

This position allows for a hybrid work schedule from a remote location within the State of Montana. Weekly travel to Helena offices will be required. About this Position
Montana Housing strengthens our vibrant communities by supporting access to safe affordable and sustainable homes for Montanans whose housing needs are not met by the market. Montana Housing assists with buying a home down payment assistance mortgage servicing Reverse Annuity Mortgages rental housing assistance and multi- and single-family development.
This position will work as part of a committed and passionate team that manages three programs financed by the US Department of Housing and Urban Development (HUD) the Housing Trust Fund Community Development Block Grant and HOME Investment Partnerships Programs. Responsibilities include:
providing technical assistance to developers and communities applying for and managing program funds
reviewing and making recommendations for financing applications through underwriting and assessing organizational capacity project need and feasibility
ensuring entities receiving funds comply with complex federal state and local requirements
monitoring compliance with program requirements after project completion including file reviews and on-site inspections
coordinating efforts with other federal state and local programs and investors
providing input to policies and procedures for implementing the programs
