Job Summary

Under direction the 2904 Human Services Technician assists Social Workers and Protective Services Workers in the Human Services Agencys (HSA) Family and Childrens Services (FCS) program. Human Services Technicians in FCS are responsible for providing supportive services to children and/or adolescents in the areas of supervision and transportation. They have regular contact with clients their relatives representatives of outside agencies and the public. Some positions require working on weekends and evenings.

ESSENTIAL DUTIES:

According to Civil Service Commission Rule 109 the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Transport children to their identified foster-care placements scheduled family visits and other appointments (install car seats into vehicles when required).
  2. Supervise children to ensure their safety and wellbeing and engage with children through a variety of activities.
  3. Supervise contact between children and their parent during Family Time contact.
  4. Provide nurturing care for neglected or abused children.
  5. Monitor the medical and psychological needs of children.
  6. Complete a variety of forms containing confidential information including but not limited to: medical information case records appointments and scheduled visits.
  7. Perform general office tasks including photocopying filing answering telephone and using computers and casework management systems.
  8. Communicate via email and telephone with foster-care placement units supervisors Protective Service Workers coworkers and other individuals as required to schedule various activities for children.
  9. Carry small children and/or items weighing up to 40 pounds.
  10. De-escalate crisis situations for the protection and care of the child and/or their families.
  11. Restock inventory of food clothing and other supplies.

Qualifications :

Experience:

One (1) year of experience in a position which has direct responsibility for the care of children in a public or private setting. An example of qualifying experience would be a childcare worker in a group home or residential treatment facility or teachers aide or para-professional in a family and childrens program or school. Babysitting is not qualifying experience.

Substitution:

Fifteen (15) semester units (or equivalent quarter units) of coursework from an accredited college or university in child development social welfare social/human service sociology or other social or behavioral science may be substituted for up to six (6) months of the required experience as described above.

Special Conditions:       

  1. Possession of a CA drivers license - Class C
  2. Ability to provide DMV record - required upon referral
  3. Ability to lift 40 pounds

The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this class code

License and Certification:

Possession of a valid California Class C drivers license and a good driving record.

Please note special scheduling requirements:

  • Some positions require working in the evenings and/or weekends
  • Overtime is required at times to ensure assignments are completed
  • Work hours may vary seasonally depending on workload demand and school schedules. Some shifts start as early as 6:30am and/or end as late as 8:30pm

Selection Procedure:

After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following:

Multiple Choice Examination (Weight 100%):

Candidates deemed eligible will be invited to participate in the examination process. These candidates will be administered a remote multiple-choice exam designed to measure competencies in job-related areas which may include but are not limited to:

  • Customer Focus: Attending to the needs and expectations of customers
  • Reading Comprehension: Understanding and using written information
  • Interpersonal savvy: Considering and responding appropriately to the needs and feelings of others in different situations
  • Safety Focus: Showing vigilance and care in identifying and addressing health risks and safety hazards
  • Handling & Resolving Conflict: Managing interpersonally strained situations

This computer-administered exam can be taken at home or at a time and location of ones convenience but only within the time period specified on the exam notification. Candidates must have access to a computer and reliable internet connection to participate in this exam. Candidates without access to a computer should contact the analyst as soon as possible for accommodation.

This is a standardized examination and therefore in accordance with Civil Service Rule 111.11.4 inspection privileges do not apply to the questions and answers of this examination.

A passing score must be achieved on the Remote Multiple-Choice Examination in order to continue in the selection process.

A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
