Main Purpose of Job
The Prevention and Health Promotion Administrations (PHPA or Administration) mission is to improve the health of Marylanders by preventing the acquisition and transmission of diseases helping persons live longer healthier lives through health services programs and protecting individuals and communities from environmental health hazards. PHPA works in partnership with local health departments providers community based organizations and public and private sector agencies to provide public health leadership in the provision of maternal and child health services and the prevention control monitoring and treatment of infectious diseases cancer chronic diseases and environmental health hazards.
This position serves as the Deputy Director of the Prevention and Health Promotion Administration. The position supervises the Bureau Directors who are responsible for and oversee the work and activities of the Maternal and Child Health Bureau the Environmental Health Bureau the Cancer and Chronic Disease Bureau the Infectious Disease Prevention and Health Services Bureau and the Infectious Disease Epidemiology and Outbreak Response Bureau. The Deputy Director provides day-to-day operational direction to PHPAs Office of Budget and Finance and Office of Support Services. The position works in close coordination and collaboration with the Director in aligning internal operations and the agency budget including internal policy and procedure development personnel functions training and workforce development initiatives. The Deputy Director works closely with the Bureau Directors to ensure the vision and the core mission of the agency guides the activities programs and policies of their Bureaus represents PHPA in close coordination with the PHPA Director in the media in the community and with the legislature. The position may act for the Director in the Directors absence or as assigned by the Director.
MINIMUM QUALIFICATIONS
Education: Qualified candidates must possess a Bachelors degree from an accredited college or university.
Experience: At least six (6) years of professional public health program development and implementation experience including at least two (2) years of supervisory or managerial experience.
Notes: 1. Candidates may substitute professional public health program management experience on a year-for-year basis for the required education.
2. Candidates may substitute graduate level education from an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required public health experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred qualifications include:
- Experience working with grants including federal contracts financial resources and complex processes
- Familiarity with state budgeting processes
- Expertise in relationship management to support workforce development and operational excellence
