The Neighborhoods Department is actively seeking a Historic Preservation Code Inspector.

This is technical work in the inspection of building construction and real estate properties for compliance with historic preservation code and zoning and other applicable codes. The work requires knowledge of the techniques methods and procedures used to regulate and enforce those codes which is gained through specialized training and job experience. Contacts require skill in understanding behavior and perseverance when explaining and enforcing zoning or historic preservation codes including skills of persuasiveness assertiveness and sensitivity to others point of view that are required to influence behavior change an opinion or turn a situation around. The work is standardized in that tasks are covered by diversified procedures and specialized standards and requires use of judgment to assure compliance with applicable codes. The work involves differing situations requiring use of judgment in search for solutions or new applications within ones known experiences. Work is performed in a field environment where there are risks and hazards but they are known predictable and controllable. Operates a motor vehicle and standard office equipment such as personal computer engineering scales and distance measuring devices. The physical demands consist of driving sitting standing walking and lifting objects up to twenty pounds. The work is performed under limited supervision where assignments are subject to established methods and techniques and the worker plans and organizes the work determines their own priorities and the work is reviewed for quality and adherence to established methods standards and policies.


Examples of Work

  • Inspects construction and remodeling projects to ensure compliance with historic preservation code.
  • Investigates complaints of Certificate of Appropriateness violations.
  • Halts construction if in violation and issues citations to violators of zoning and historic preservation codes.
  • Provides regulatory oversight for Sidewalk Cafe permit ordnance for sites within the historic districts.
  • Photographs and takes measurements of real property for evidence and possible prosecution of violators.
  • Researches and maintains files and records of complaints and violations.
  • Prepares orders and legal documentation for the prosecution of applicable zoning and historic preservation code violators and presents cases before Special Master Hearing Officers.
  • Answers questions and resolves complaints from the public.
  • Operates a motor vehicle and standard office equipment such as personal computerusing word processing spreadsheet database and other related softwareengineering scales and distance measuring devices.
  • Inputs inspection data into database.
  • Demonstrates proficiency in the City of Jacksonvilles competencies.
  • Performs related work as required.

Knowledge Skills and Abilities

  • Knowledge of the techniques methods and procedures used to regulate and enforce zoning and historic preservation codes rules and regulations.
  • Knowledge of zoning and historic preservation inspection procedures and techniques.
  • Knowledge of construction procedures and terminology.
  • Knowledge of construction drawings and plans.
  • Knowledge of maps and property descriptions.
  • Skill in the inspection of properties and preparation of report findings.
  • Ability to read comprehend and explain maps property descriptions and technical manuals.
  • Ability to perform mathematical calculations including geometry.
  • Ability to effectively communicate verbally and in writing.
  • Ability to create inspection reports using applicable computer equipment and software.
  • Ability to operate standard office equipment such as personal computerusing word processing spreadsheet database and other related softwareengineering scales and distance measuring devices.
  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information

  • Five (5) years of education and/or experience at a technical or professional level in historic preservation architecture general contracting or construction inspection

  • May be required to furnish and operate an automobile in good condition for use in City business for which mileage compensation will be paid.


LICENSING/CERTIFICATION/REGISTRATION:

  • A valid drivers license is required prior to appointment and must be maintained during employment in this class.

  • Must qualify for prior to appointment obtain and maintain during employment in this class a City of Jacksonville Certification as a Public Driver.

  • Must obtain and maintain Florida Association of Code Enforcement Certifications (F.A.C.E) Level I Level II and Level III Certification prior to the end of the probationary period.

OTHER REQUIREMENTS:

  • The probationary period for this classification is twelve months.

  • This classification performs safety-sensitive functions and is subject to pre-employment random and other drug/alcohol testing programs as set forth in the City of Jacksonvilles Drug Free Workplace Policy (0401).
