4 Month Contract With A Local Authority
Role Purpose
The purpose of the Hidden Disability (HD) Blue Badge Assessor role is to provide independent professional and evidence-based assessments of Blue Badge applications submitted under the non-visible (hidden) disability criteria.
The postholder will evaluate applications from individuals with conditions such as autism dementia learning disabilities neurological conditions or severe mental health issues to determine whether they meet the statutory eligibility criteria. This includes assessing whether the applicant:
The assessor will review medical and supporting evidence conduct structured telephone or face-to-face assessments where required and produce clear defensible recommendations to inform the local authoritys final decision.
The role ensures that decisions are consistent fair legally compliant and aligned with national Blue Badge guidance while safeguarding public funds and supporting eligible residents to access essential mobility support.
Key Responsibilities
Review and evaluate medical evidence and supporting documentation
Conduct structured telephone or in-person assessments where necessary
Apply national Blue Badge eligibility criteria consistently and accurately
Identify risks related to mobility safety awareness and traffic-related harm
Produce clear defensible evidence-based written recommendations
Maintain professional independence and objectivity in decision-making
Ensure compliance with relevant legislation and local authority policies
Requirements
Registered Occupational Therapist or Physiotherapist (HCPC registered)
Proven experience assessing Blue Badge applications particularly Hidden Disabilities
Strong understanding of 2019 Hidden Disability criteria
Experience assessing cognitive behavioural or mental health-related mobility barriers
Ability to interpret complex medical information
Excellent written report-writing skills
Ability to work independently and manage a caseload efficiently
