Position: Emergency Programme Coordinator (TDY)

Duty Station: Guatemala City

Unit: Programme

Type of Contract: CST II

Duration: 06 months

Context: The Emergency Programme Coordinator will be embedded within the Programme Unit of the Guatemala Country Office (CO) reporting directly to the Head of Programme and working in close collaboration with Emergency Supply Chain RAM Finance Partnerships and Field Offices.

The incumbent will lead the implementation of emergency operations funded by OCHA and US Government resources ensuring full compliance with WFP corporate standards donor requirements and national regulations. The role requires strong operational experience solid understanding of WFP systems and processes and demonstrated leadership in emergency response.

The assignment will strengthen CO emergency capacities ensure highquality delivery of emergency assistance and enhance multisectoral coordination including with government GHQ LACRO and cooperating partners.

Purpose: To lead the planning design implementation coordination and reporting of the OCHA and USfunded emergency response ensuring a timely efficient and accountable programme. The Emergency Programme Coordinator will act as the primary focal point for these interventions manage the full programme cycle and reinforce CO emergency mechanisms and partnerships.

KEY ACCOUNTABILITIES

Emergency Programme Leadership

  • Lead the full programme cycle (design planning budgeting implementation monitoring programme reporting and closure) for OCHA and US Governmentfunded emergency interventions.
  • Serve as the primary focal point for all aspects of these grants ensuring compliance with donor requirements and WFP corporate standards.
  • Oversee the design of targeting delivery modalities implementation plans SOPs and guidance for field teams and partners.
  • Coordinate closely with field teams to ensure highquality implementation and troubleshoot operational challenges.
  • Produce timely situational updates donor reports briefing notes and internal dashboards.

Coordination & Multisectoral Engagement

  • Ensure strong regular coordination with national authorities local governments CONRED and HRP.
  • Maintain close communication with OCHA US government counterparts humanitarian partners and UN agencies as needed to ensure alignment and complementarity.
  • Liaise with LACRO and HQ for technical guidance donor updates and compliance.

Cooperating Partner Management

  • With support of the CP manager/supply chain team lead partner selection processes including due diligence proposal reviews budgets and capacity assessments.
  • Oversee CP performance throughout the project cycle including financial management monitoring and compliance with contractual terms.
  • Strengthen partner capacities in emergency programme management reporting and accountability systems.

Internal Coordination & WFP Systems

  • Coordinate closely with Supply Chain Finance Admin TEC Security M&E and Communications to ensure integrated programme delivery.
  • Ensure robust monitoring and beneficiary feedback mechanisms in line with corporate AAP requirements.
  • Ensure full utilisation and compliance in corporate systems (COMET LESS WINGS SCOPE etc.).
  • Support Title II inkind operations ensuring effective alignment with emergency activities where relevant.

Capacity Strengthening

  • Build CO and field capacity in emergency response programme design grant management and reporting.
  • Provide onthejob coaching and training to national staff to ensure sustainability of emergency expertise.
  • Document lessons learned and contribute to improvement of emergency SOPs and preparedness actions.

Resource Mobilization & Pipeline Support

  • Support identification and design of additional emergency funding opportunities.
  • Contribute to proposals donor meetings and CO fundraising strategies.

Experience:

  • Progressively responsible experience in humanitarian or emergency programme management.
  • Proven experience leading emergency operations and coordinating multifunctional teams.
  • Demonstrated experience managing grants ideally from OCHA and/or US Government donors.
  • Prior experience managing cooperating partners required.
  • Experience working with WFP systems processes and corporate tools is essential.
  • Experience leading teams including internal staff and partner organisations.

Knowledge & Skills:

  • Strong understanding of humanitarian architecture cluster system and donor requirements.
  • Excellent programme design project management reporting and analytical skills.
  • Time management capacities
  • Strong interpersonal and coordination abilities with diplomatic engagement skills.
  • Ability to operate independently in highpressure and rapidly evolving situations.

Languages:

  • Spanish: Intermediate (Level B) minimum mandatory.
  • English: Fluent (LevelC)
