BASIC FUNCTION:
OHS Specialist is a facility-based boots-on-the-ground health and safety professional. They serve as on-site safety representatives for assigned facilities acting as the primary point of contact for everyday OHS matters. They focus on implementing and maintaining operational safety activities. Their duties include participation in work permit approvals inspections/audits emergency response corrective actions and space management efforts among other responsibilities.
RESPONSIBILITIES:
The OH&S Specialist is responsible for providing operational OH&S support and advice at assigned facilities which include but are not limited to:
- Support the Implementation and maintenance of OHS policies procedures and programs.
- Support work permits programs (hot work confined space electrical controlled access etc.) for tasks performed in assigned facilities.
- Ensure permit conditions are met on-site and coordinate with supervisors/permit holders to close permits appropriately.
- Perform and document regular facility inspections/audits (daily weekly monthly as assigned) identify hazards and raise corrective actions.
- Lead decluttering and housekeeping initiatives at the facility level to reduce hazards combustible loading signage and improve safe access and egress.
- Track corrective actions to closure and verify effectiveness on-site.
- Record assign and follow up on corrective actions stemming from inspections audits Noncompliance Reports or incidents.
- Support supervisors and other workers to plan and implement remedial measures ensuring documentation and verification.
- Participate in risk assessments safety audits and job hazard analyses for work in assigned areas and provide practical mitigation input
- Prepare required documentation and support preparation of regulatory reports as directed by OH&S manager.
- Assist delivering OHS training programs for employees researchers and contractors.
- Coordinate and conduct safety drills program testing and emergency response exercises.
- Lead and/or significantly support incident and emergency responses and support investigations of workplace incidents accidents and near-misses to determine root causes and implement preventive measures.
- Act as the primary local point-of-contact for OHS matters within assigned facilities escalating broader or systemic issues to the OH&S Manager.
KNOWLEDGE AND SKILLS:
- Strong observational skills attention to detail and the ability to prioritize multiple tasks in a busy facility environment.
- Demonstrated experience conducting workplace inspections hazard identification and corrective action tracking.
- Experience reviewing and approving common work permits and observing permit compliance on-site.
- Ability to communicate clearly and build working relationships with operations staff trades researchers and contractors.
- Working knowledge of relevant OH&S regulations and common industrial procedures; able to apply them in the field and escalate interpretation questions.
- A comprehensive knowledge of chemical hazards associated with industrial pharmaceutical or nuclear operations and their mitigation to protect workers the public and the environment.
- Familiarity with industrial hygiene sampling methods respiratory protection and spill response at a practical level is an asset.
- A comprehensive working knowledge of risk management probabilistic risk assessment and safety basis principles practices and regulations.
- Excellent communication skills especially writing and presentation of technical regulatory and policy information.
- Proficiency with standard office tools (e.g. Microsoft Office) and OH&S tracking systems (or willingness to learn).
- Experience working at national research accelerator/cyclotron/synchrotron facility radiopharmaceutical laboratory or equivalent is desired but not required to be considered for this position.
NUCLEAR ENERGY WORKER:
The incumbent will be required to complete the TRIUMF in-house radiation safety training course and be designated as a TRIUMF Nuclear Energy Worker.
MINIMUM QUALIFICATIONS AND YEARS OF EXPERIENCE:
- Bachelor of Science degree in occupational health & safety or a related discipline; or equivalent combination of education and experience.
- Three (3) years of progressive OH&S field experience in industrial laboratory medical or research facility settings
- Inspectorial experience is preferred.
- Professional certifications (CRSP CIH NEBOSH CSP or equivalent) are an asset but not required.
Applicants must be legally able to work in Canada on a permanent basis (Canadian Citizen or Permanent Resident).
