Join Our Team as Director of Hearing and Legal Services

The Virginia Department of Labor and Industry (DOLI) is seeking dynamic and experienced professional to serve as Director of Hearing and Legal Services. This full-time position is based in our Headquarters Office located in Richmond VA.

The responsibilities for this position include overall strategic leadership supervision of day-to-day operations collaborative leadership and interactions with agency program directors assuring counsel to the agencys Executive Leadership Team (ELT) and assuring legal counsel in support of DOLIs mission and programs. Work of a legal nature is performed in collaboration and at times under the direction of the Assistant Attorney General assigned to the Agency. This position will also provide legal counsel on significant and/or complex matters. The successful candidate will have experience in regulatory frameworks regulatory agencies managing case dockets effectively providing counsel with successful outcomes and be prepared to litigate complex civil cases in appropriate courts or related public sector processes.

Qualifications:

Applicants must have the demonstrated ability to analyze and manage complex cases.
The ideal candidate will have extensive litigation experience.
Excellent leadership presence interpersonal and communication skills. Must have the ability to collaboratively lead a professional team of attorneys to provide effective counsel in support of Agency mission.
Ability to draft legal documents and legislation; plan work and establish priorities analyze interpret and apply standards and program policies and procedures evaluate operational activities and drive results.
Coach mentor and develop staff while building organizational capabilities that drive positive results and accomplishments.
Graduation from a college or university with a degree in law and licensed to practice law in Virginia.
Must be admitted to the Virginia State Bar and be in good standing.
Must be able and willing to meet continuing legal education requirements as required.

Additional Considerations:

Demonstrated experience advising executive leadership on high-risk high-visibility legal matters.
Ability to translate legal risk into operational and policy decision-making guidance.
Depth of experience interpreting and applying state and federal regulatory frameworks particularly within labor occupational safety workforce or public-sector oversight environments.
Demonstrated success in resolving enforcement disputes compliance actions and administrative appeals.
Demonstrated success leading through organizational change restructuring or modernization efforts.

Special Requirements:

Ability to travel overnight occasionally.
Ability to perform moderate physical activity that includes but is not limited to climbing stairs and ladders bending walking up and down inclines occasionally lifting and carrying loads up to 30 pounds etc.
The selected candidate must pass a criminal background investigation and successfully serve a 12-month probationary period effective from the date of employment if beginning employment as an original hire or re-employment.
