POSITION TITLE: DAMAGE PREVENTION SUPERVISOR

DEPARTMENT: OPERATIONS

REPORTS TO: OPERATIONS SUPERINTENDENT

BASE PAY RATE: $72945.60 YEARLY

FLSA STATUS: SALARY EXEMPT

JOB SUMMARY: Provides first line supervision and oversight of day-to-day gas damage prevention operations activities while maintaining a high level of safety and compliance performance within the damage prevention group. The damage prevention supervisor is responsible for ensuring that all gas facilities are located and marked in a timely fashion and in compliance with all Department of Transportation (DOT) regulations and State dig laws. Under the leadership of the damage prevention supervisor the damage prevention function is responsible for the monitoring inspection and surveillance of outside contractors performing excavation to protect the integrity of Okaloosa Gas District gas facilities per company practices and procedures and at the direction of pipeline safety regulators. The damage prevention supervisors responsibilities also include leak survey leak investigation emergency response and procedures as required by the Pipeline Hazardous Material Administration (PHMSA) Florida Public Service Commission (FPSC) rules and regulations.



Incumbents in this position will be held to the Districts Gold Standard for Customer Service.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
1. Utilize all Okaloosa Gas District safety work practices and procedures to safely perform all daily
task including hazard assessments vehicle inspections attendance of safety meetings and reporting of near misses.

2. Supervise personnel performance and resolve employee conflicts or concerns. Manage damage prevention work assignments to ensure the group is responding appropriately to department and
organizational needs.


3. Achieve operational excellence by setting and communicating aggressive performance
expectations learning/teaching process improvements measuring/monitoring performance levels
providing feedback and coaching performance improvements to employees. Conduct field safety and operator qualification audits with employees. Qualify employees to perform assigned covered task per companys Operator Qualifications Plan (OQP) -champion and periodically
review procedures establishing damage prevention work practices.


4. Manage and oversee the scheduling and assigning of gas locate tickets for Okaloosa Gas District.
Ensure all locates are done within the required time dictated by State dig laws and in compliance with applicable pipeline safety regulations (i.e. Part 192.614 Damage Prevention Program).


5. Assign and manage work for conflict resolution crew to perform pre-construction field
assessments conduct ongoing coordination with excavators to daylight relocate verify line
locations and mark gas facilities.

6. Work with and provide input to Okaloosa Gas Districts public affairs organization when necessary
for State dig law improvements. Be an active member of local regional and state damage
prevention organizations.


7. Work with Sunshine 811 to improve operational processes targeting reduction in overall ticket
volume which will result in Operations and Maintenance (O&M) reductions. Be willing to become an active member of any Sunshine 811 committee.


8. Coordinate work and support various events/activities to promote gas public awareness including
local Home & Garden Shows; Diggers Night Out events; Damage Prevention Summit; Florida
Natural Gas Association (FNGA) events and any other event that supports the gas public awareness plan.


9. Manage and complete all complaints for the damage prevention group to ensure a satisfactory completion. Work with Risk Management to investigate and resolve damages to Okaloosa Gas
District facilities.


10. Lead gas damage investigations by conducting investigations or reviewing investigations done by
others to ensure accuracy and appropriate actions are taken against excavators including damage claims for recovering cost providing feedback conduct safety presentations to excavators and
filing complaints with State dig law enforcement agencies. Establish a relationship with contractors to ensure gas facilities are properly understood and maintained to eliminate third party damages.


11. Process and audit all damage prevention invoices. Track and analyze locate ticket types and
identify trends for process improvement opportunities. Manage all expenditures including any
joint expenditure with other departments to achieve cost performance targets while maintaining and meeting all locate expenditures. Lead develop and implement projects that improve overall
processes procedures and performance.


12. Performs functions related to staffing such as interviewing counseling mentoring and evaluation.


13. Gathers and Maintains data required for annual 7100 reports for Gas Transmission and Distribution Systems. Processes annual reports and revisions. Updates the DIM plan. Maintains the Districts
reporting to Common Ground Alliances (CGA) annual Damage Information Reporting Tool (DIRT) program.


14. Other miscellaneous job-related duties as assigned.

EDUCATION AND EXPERIENCE:
HS Diploma 10 years of experience or

Associates degree plus five to nine years of experience or
Bachelors Degree plus two to five years of experience or
Masters Degree plus zero to two years of experience.
Desired: 5 years of experience supervising underground utility locators.


ESSENTIAL COMPETENCIES:
1. Organizational skills to schedule coordinate and oversee assigned equipment and human resources; capability to monitor and conduct quality control audits of work performed by employees to ensure system integrity regulatory compliance and public safety.
2. Ability to communicate well with customers city inspectors police and fire department officials.

4. Ability to recognize opportunities for process improvement.
5. Must possess qualifications to coordinate activities with regard to emergencies outages and
pressure problems.
6. Good mechanical aptitude and ability to use line locating tools. Ability to interpret construction
drawings to locate underground facilities.
7. Knowledge to establish schedules necessary to achieve completion of mandated annual surveys
procedures and various reports. Understanding to implement policies procedures and standards for proper administration of activities
8. Management skills to maintain adequate staffing levels to ensure proper administration of activities.
Selects develops trains motivates and evaluates the performance of assigned employees.
9. Knowledge of gas distribution system; working knowledge of the companys mapping system;
knowledge of locate ticket management systems.
10. Knowledge of Sunshine 811 locate ticket process and familiarity with Okaloosa Gas Districts
service territory.
11. This position requires knowledge and task evaluation as determined by PHMSA rule CFR 49 Part
192; Subpart N: Operator Qualifications (OQ).
TECHNICAL SKILLS REQUIRED:
1. Must possess and maintain valid State of Florida Drivers License and a driving record satisfactory
to the District and its insurers.
2. Thorough working knowledge of natural gas distribution and transmission construction installation
maintenance and compliance requirements.
3. Competent use of personal computer and proven ability with relevant software packages including
but not limited to: MS Office FlowGIS the Internet OQ Software etc.
4. Ability to supervise employees to meet compliance deadlines comply with construction specifications satisfy internal/external customer needs and expectations. Demonstrates leadership coaching and personnel development skills; carries out performance evaluations training coaching and discipline.

5. Knowledge of federal state and local safety regulations protocols and/or procedures for natural
gas employees including Operator Qualifications.


OTHER FACTORS:
1. Regular attendance is an essential function of the position.
2. This position requires incumbent to be on the supervisor stand-by rotation for after-hours duty: i.e. rotating on-call shifts weekends holidays and overtime; may be required to work overtime with little notice.
3. Must be appropriately dressed in a clean and neat District authorized/approved uniform during work
hours.
4. Physical Effort: Requires walking bending stooping crawling climbing and moderate lifting. Must
be capable of working from ladders and elevated areas. Required extended sitting keyboarding and working on a computer screen.
5. Working Conditions and Hazards: Works inside and outside. Exposed to rain and seasonal weather extremes. Exposed to fires toxic fumes electrical shocks from high voltage and dog bites. Must be able to work with power tools and other hazardous equipment.
6. DRUG TESTING FOR ILLEGAL DRUGS: Employees in this classification will be subject to undergo testing for illegal drugs in accordance with DOT Pipeline Safety Regulations Code of Federal Regulation Title 40 (49 CFR) Part 199.
