Division Overview
The Administrative Services Division handles the administrative functions of the LACDA. These functions include Information Technology Human Resources Procurement Risk Management Fleet and Facilities Management and Print Shop/Mail Services. Each unit is responsible for providing essential technical functional and professional assistance to all operating divisions to support the LACDAs mission to Build Better Lives and Better Neighborhoods.


Position Overview
Under general supervision provides technical support for Authority information technology systems and infrastructure including a diverse range of computers hardware and software network systems security and communication systems and equipment and mobile devices; receives and responds to requests for assistance; troubleshoots hardware and software problems associated with the Authoritys computers and related equipment; installs hardware equipment and software applications; performs scheduled maintenance and production jobs; and performs related duties as assigned.

ESSENTIAL JOB DUTIES

  • Responds to user inquiries and requests and provides technical assistance on computer systems and equipment related hardware and software and standard applications; provides help desk information and support; performs troubleshooting of hardware software and network problems and coordinates action by Authority staff and/or outside vendors to resolve identified problems.
  • Evaluates and diagnoses computer hardware and software problems associated with the Authoritys computers and related equipment; performs diagnostic testing; repairs equipment.
  • Installs and supports new hardware and new and/or upgraded versions of software applications.
  • Moves and sets up workstations; supplies workstations with computer terminal network connection and telephone; installs maintains and troubleshoots voice connections cabling instruments and switches; tests and certifies each installed connection.
  • Performs routine tasks of local area network (LAN) and wide area network (WAN) administration; establishes a maintenance schedule for computers and peripheral devices; performs systems backup.
  • Provides on-site and/or remote service training and support for Authority staff.
  • Communicates and interfaces with end users; instructs end users concerning computer systems and software applications.
  • Performs routine cleaning maintenance troubleshooting and minor repair on printers; configures and installs hardware and software.
  • Maintains computer equipment and software inventory tracks and receives a variety of telecommunications and computer systems equipment software application supplies training materials and related needs adhering to established purchasing policies.
  • Learns and applies emerging technologies and as necessary to perform duties in an efficient organized and timely manner.
  • Enforces information technology operational policies and procedures.
  • Performs other duties as assigned.


QUALIFICATIONS

Essential Knowledge and Abilities:

Knowledge of:

  • Principles practices methods and techniques of providing customer service training and providing technical support to end users.
  • Operational characteristics of computer network server and communication systems hardware software and peripheral equipment.
  • Principles practices methods and techniques of troubleshooting diagnosing and resolving computer network server and communication systems hardware software and peripheral equipment issues.
  • Methods and techniques of eliciting information and performing diagnostic procedures on technology systems.
  • Techniques and methods of computer hardware and software evaluation and implementation.
  • Security and monitoring devices and procedures necessary to maintain the integrity and security of data.
  • Principles and practices of developing and maintaining technical documentation files and records.
  • Installation use and maintenance of various information technology software products commonly used in business and public agency settings.
  • Software applications used by the Authority and in the industry.
  • Occupational hazards and standard safety practices necessary in the area of computer operations.
  • Technical report writing practices and procedures.
  • Various network hardware modern directory services maintenance security practices operating systems protocols and cabling.
  • Methods of using maintaining and storing equipment materials and supplies.
  • Applicable federal state and local laws codes regulations and ordinances as well as industry standards and best practices relevant to the assigned area of responsibility.
  • Techniques for providing a high level of customer service by effectively dealing with the public vendors contractors and Authority staff
  • The structure and content of the English language including the meaning and spelling of words rules of composition and grammar
  • Modern equipment and communication tools used for business functions and program project and task coordination including computers and software programs relevant to work performed.

  • Independently organize work set priorities meet critical deadlines and follow-up on assignments.
  • Effectively use computer systems software applications relevant to work performed and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely both orally and in writing using appropriate English grammar and syntax.
  • Establish maintain and foster positive and effective working relationships with those contacted in the course of work.
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment including a computer; to operate a motor vehicle and to visit various Authority sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend stoop kneel reach push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift carry push and pull materials and objects weighing up to 50 pounds.

ENVIRONMENTAL CONDITIONS

Employees work in an office environment with moderate noise levels controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Education and Experience:
Any combination of training and experience that would provide the required knowledge skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:
  • Equivalent to the completion of the twelfth (12th) grade.

Experience:
  • Two (2) years of experience providing technical support for information technology systems and infrastructure.

  • Experience managing Microsoft enterprise solutions including Intune Active Directory (AD) Azure AD Microsoft Defender Endpoint Configuration Manager and Autopilot
  • Proficiency with Microsoft Windows and O365 products
  • Experience managing Apple devices using Apple Business Management (ABM)

Salary Compensation
Salary compensation is determined based on qualifications which include experience education knowledge skills and abilities. Initial salary placement typically falls between the start and mid-point of the posted range. Promotional hires receive a standard promotional increase. New hires cannot start at the maximum of the posted range.

Conditions of Employment
Candidates selected from the process will receive an offer of employment contingent upon the successful completion of satisfactory reference checks a post-offer medical examination a criminal background check and a driving record check.
