Job Summary

TO: ALL TEACHING AND ADMINISTRATIVE PERSONNEL BROCKTON PUBLIC SCHOOLSFROM: Dr. Kathleen F. Moran Assistant Superintendent of Human ResourcesSUBJECT:Director of Health ServicesThe Director of Health Services provides districtwide leadership and oversight of Brockton Public Schools comprehensive school health services program ensuring full compliance with all applicable state and federal laws and regulations. This role is responsible for the development implementation and continuous improvement of high-quality health services that support student safety wellness and academic success. The Director serves as a key clinical and administrative consultant on school health matters offering guidance to students and families school and district administrators school nurses and physicians educators counselors municipal and public health partners and community-based health care providers. Reporting to the Assistant Superintendent of Unified Student Services the Director of Health Services collaborates closely with an assigned group of district Directors and Coordinators to ensure alignment across student support systems and to advance an integrated equitable and student-centered approach to health and : Valid Registered Nurse (RN) license from the Massachusetts Board of Registration in DESE Certification as a Supervisor/ DESE Certification as a School Nurse. Masters degree or higher from an accredited college or university in Nursing; Doctorate preferred. Minimum of five (5) years of relevant professional certification in CPR and First to communicate effectively with district and building leaders educators and the : Leadership Planning and OperationsLead the planning organization and direction of all Health Services Department departmental goals policies and procedures aligned with district priorities and state and federal in strategic planning to ensure efficiency effectiveness and continuous improvement of school health Brockton Public Schools Health Services in internal district meetings and with external partners and and Regulatory OversightEnsure compliance with all applicable school health laws regulations and professional standards including requirements of the Massachusetts Department of Elementary and Secondary Education (DESE) Massachusetts Department of Public Health (DPH) and the Massachusetts Board of Registration in across district departments to ensure compliant hiring staffing and credentialing of nursing and health services the School Health Services Medication Administration Program in accordance with the Regulations Governing the Administration of Medications in Public and Non-Public Schools (105 CMR 210.000).Student Health Programs and ServicesOversee mandated school health screening programs in accordance with Massachusetts General Law including Body Mass Index (BMI) vision hearing and postural screenings pursuant to M.G.L. c.71 with the Massachusetts Immunization and Epidemiology Programs to ensure effective infection prevention and control within student compliance with immunization requirements established by the Massachusetts Department of Public Health and manage communicable disease response and outbreak with the local board of health and community agencies to coordinate vaccination clinics and public health initiatives as and maintain the districts Automated External Defibrillator (AED) Development and Quality ImprovementDesign and provide ongoing professional development for school health personnel including CPR certification first aid training and education on emerging and current health and oversee quality improvement initiatives to enhance service delivery compliance and student Grants and Medicaid ReimbursementOversee Medicaid reimbursement systems for eligible school health with MassHealth and the University of Massachusetts Center for Health Care Finance to support implementation of the Administrative Activities Claiming Program through Municipal manage and monitor the Health Services operating budget and applicable grant funding to ensure fiscal accountability and Development and Interagency CollaborationLead the development review and implementation of district-wide health services policies and clinical with categorical programs within the Massachusetts Department of Public Health DESE the Department of Mental Health and other state agencies to align policies related to clinical practice management and program the development and dissemination of health promotion and prevention materials for schools and families as and PartnershipsSupervise support and evaluate assigned Health Services staff in accordance with district policies and collective bargaining partnerships with colleges and universities to support clinical placements and mentorship opportunities for nursing students within Brockton Public job description reflects the essential functions of the position and is not intended to be an exhaustive list of all responsibilities.
