Job Summary: The Business Development Manager is responsible for identifying developing and securing growth opportunities within the water utilities sector including bulk water supply treatment wastewater distribution and related infrastructure projects. The role leads project origination and development activities from opportunity identification through commercial structuring and bid submission while managing key stakeholders such as LGUs water districts regulators and private sector partners. The position plays a critical role in expanding the companys water portfolio through sustainable compliant and bankable projects.
KEY FUNCTIONS / DUTIES AND RESPONSIBILITIES:
Opportunity Identification and Market Development
- Identify new business opportunities in water supply wastewater desalination treatment plants and distribution networks.
- Conduct market intelligence demand assessments and competitor analysis to support growth strategies.
Build and maintain a qualified project pipeline aligned with corporate strategic priorities.
Project Development and Commercial Structuring
- Lead project development activities from concept to bid stage including pre-feasibility and feasibility assessments.
- Develop commercial structures such as concessions PPPs joint ventures and EPC/DBO/BOOT models.
- Coordinate technical legal financial and regulatory inputs to ensure viable and bankable project proposals.
Stakeholder and Partnership Management
- Establish and manage relationships with LGUs water districts regulators national agencies and private partners.
- Represent the company in meetings negotiations presentations and industry forums.
- Facilitate MOUs partnership agreements and collaboration frameworks.
Bidding Negotiation and Contract Support
- Lead or support bid strategy formulation and preparation of proposals and payment submissions.
- Participate in commercial and contractual negotiations with project counterparties.
- Support contract finalization and turnover to execution and operations teams.
Strategic Planning Reporting and Governance
- Prepare business plans investment proposals and management reports.
- Monitor project pipeline progress risks and value realization.
- Ensure alignment with internal governance approval processes and compliance requirements.

3. Proven experience in water utilities infrastructure energy or public-private partnership projects
4. Demonstrated exposure to LGUs water districts regulators and government agencies
5. Proficiency in MS Excel PowerPoint and related business tools
