Main Purpose of Job

This position functions as Division Chief for the Healthy Kids Unit within the Acute CareAdministration (ACA). The Maryland Healthy Kids/Early and Periodic Screening Diagnostic and Treatment (EPSDT) Program promotes access to and ensures availability of quality health care for Medical Assistance children teens and young adults less than 21 years of age. This position provides administrative and clinical oversight of the activities of the Unit and provides personnel management of its employees to ensure that appropriate practice-based standards are met and provides performance improvement assessments and targeted interventions to enhance the quality of health services delivered by Medicaid providers to eligible recipients less than 21 years of includesplanning organizing and supervising the work of the Unit; developing revising andimplementing protocols guidelines and controls for the administration of new or existingrecommendations for Medical Assistance Program response to changes in federal and State lawsand regulations; and preparing the Units annual budget requests. This position is responsible forthe direction coordination and implementation of Program policy coverage of benefits andreimbursement for the Healthy Kids Program. This position represents the State the Departmentof Health and the Medical Assistance Program in dealing with officials from other states thefederal government healthcare industry and in legal proceedings.

The primary function of the Healthy Kids / EPSDT Unit is to ensure the professional qualityappropriateness and medical necessity of health services purchased on behalf of MedicalAssistance for the Healthy Kids Program are developed through collaboration with key stakeholders such as the MDH Family Health Administration the Maryland Chapter of the American Academy of Pediatrics the University of Maryland Dental School and the Maryland Department of the Environment. The Maryland Healthy Kids Preventive Health Schedule closely correlates to the American Academy of Pediatrics periodicity schedule. This position is responsible for overseeing the development andmaintenance of procedures to meet this mission.

MINIMUM QUALIFICATIONS

Education: A Masters degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experience as a Registered Nurse including three years of experience in an administrative supervisory consultative or teaching capacity.

Notes:

1. Candidates may substitute the possession of a Bachelors degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative supervisory consultative or teaching capacity for the required education.

2. Candidates may substitute the possession of a Doctorate degree in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Experience with hospital and community health administration as it affects nursing and nursing education.
  • Experience with Maryland Medicaid Information System Subsystems (MMIS).
  • Experience with Salesforce and/or LTSS.
  • Knowledge of applicable state and federal laws regulations requirements rules and regulations governing medical programs and nursing services COMAR 10.09.11.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing 4140 Patterson Avenue Baltimore Maryland 21215 or possess a current multi-state license in party states that candidates have declared as primary states of residence.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
