    POSITION SUMMARY:
    Highly complex administrative and customer service level work which includes performing tasks essential to the daily operations of the Division of Tax Customer Service. Work requires detail knowledge of property tax assessment and billing along with advanced knowledge of property tax credits tax sale and business and liquor addition to providing a high-quality level of customer service to constituents regarding Real and Personal Property Tax Billing and Collections this includes processing researching and addressing complex resident requests related to mis-posted payments addressing accounting variances processing journal entries and providing the necessary back-up support to the Division Chief.

    CLASS DESCRIPTION:

    Performs professional level administrative work which may include supervisory responsibility under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support public information and purchasing.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    Serves as a lead worker to other Assistant Support Technicians to resolve problem(s) and ensuring timely task completion.

    Provides customer service by phone email and over the counter to Howard County homeowners constituents title companies mortgage companies and state agencies for real and personal property taxes. Complete responsibility for any follow-up action required. This includes making decisions and completing transactions to:
    a) Repost payments to reduce interest charged in error
    b) Research and process corrections for misapplied payments including water & sewer recon keys
    c) Research and process refunds for over payments.
    d) Contact third parties such as title companies mortgage servicers and State Department of Assessment & Taxation to resolve issues.

    Assist customers mainly seniors with general inquiries related to tax credits such as Senior Tax Credit and Homeowners Tax Credit applications. Provide over the counter support and back-up phone support for real & personal property customers on a wide variety of topics related to billing assessments tax credits tax sale.

    Assists Division Chief and Division Technicians in researching and resolving complex mis-posted payments with third party payment vendors including Auto Agent requesting necessary miscellaneous bill notices and sending correspondences to residents.

    Researches and processes refunds for real and personal property due to duplicate payments overpayment of taxes abatements and tax credits through SAP System and the MUNIS Tax System. Responsible for determining the payee and verifying amount of the refund is accurate. Verify real and personal property taxes for bankruptcy and foreclosure inquiries.

    Review daily cashier batches and lockbox receipts for address changes to be forwarded to State Department of Assessments & Taxation. Reviews and responds to other requests/correspondences from constituents.

    Creates and monitors support tickets with Munis to correct bills that are out of balance or have other payment interest or charge code errors.

    Calculates complete tax sale payoffs for real property liens upon request of residents and tax sale certificate holders.

    Stays abreast of changes to division policies and procedures to ensure accuracy compliance and fiscal integrity.

    Responsible for recording notes and attaching the appropriate payment support emails calculation worksheets and/or any other applicable forms/documentation for requests processed in Munis or SAP.

    Provide customer service to customers paying by credit card and online check using Municipay software.

    Processes refunds related to SDAT assessment decreases sends necessary correspondences to residents to request W9s for interest refunds and processes interest refunds upon receipt of completed W9s.

    Process returned checks received by Accounting or third-party payment vendors in Munis and send correspondences to payees as assigned by Division Chief.

    Reviews monthly RCS tax escrow reports and processes the necessary payments or refunds based on account activity.

    Addresses online payment rejects from Lockbox Municipay Simplifile and/or AR Box to ensure payment is posted correctly or refunded to the payee.

    Manages the Tax Customer Service email box to ensure timely and accurate responses to constituents mortgage and title companies and other stakeholders.

    Provides corrected bills and payoff balances for real and personal property tax inquiries.

    SUPERVISORY RESPONSIBILITIES:
    This job has no supervisory responsibilities.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Bachelors Degree and one (1) year related experience or an equivalent combination of education and experience.

    LANGUAGE SKILLS MATHEMATICAL SKILLS AND REASONING ABILITY:
    Ability to read and interpret legal documents and contracts such as deeds and leases as well as other documents such as safety rules operating and maintenance instructions and procedure manuals. Ability to write routine professional / business reports and correspondence. Ability to speak effectively with customers or employees of the County on the phone or in person.

    Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percent and to draw and interpret bar graphs. Ability to read and interpret various types of maps.

    Ability to apply common sense understanding to carry out instructions furnished in written oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
