Maricopa County is the fourth-largest county in the nation and it is growing quickly! Housing and Community Development (HCD) provides administrative oversight planning and implementation of the HOME Investment Partnership (HOME) program the Community Development Block Grant (CDBG) program and American Rescue Plan Act (ARPA) affordable housing activities.
As the manager you will be responsible for developing and implementing strategies that address the current housing and community development challenges in Maricopa County. You will lead a dynamic team of dedicated practitioners of HUD-funded and ARPA-funded programs and related partners who will create and support the vitality affordability and economic opportunities in Maricopa County. Utilizing the Consolidated Plan Annual Action Plan and the Consolidated Annual Evaluation and Performance Report (CAPER) the team seeks innovative ways to bolster affordable housing and support community development throughout Maricopa County.

HCD leverages a variety of funding sourcesincluding the American Rescue Plan Act (ARPA) the HOME Investment Partnerships Program (HOME) and the Community Development Block Grant (CDBG)to oversee and implement housing and community development programs that strengthen communities and improve the quality of life for county residents.

We Require
Three years of professional program administration and/or implementation experience managing projects contract administration fiscal management conducting complex research and analysis and grants management one year of which must include supervisory and/or managerial experience administering programs or services
Bachelors degree in Public Administration Business Administration Urban Planning Construction Management or related field
A combination of related post-secondary education and/orjob-related experience may substitute for theminimum qualifications on a year-for-year basis
Other Requirements
Must currently possess or have the ability to obtain a valid Arizona drivers license at the time of hire.
Must possess or have the ability to obtain and maintain a Level 1 Arizona Department of Public Safety Fingerprint Clearance Card

Knowledge of federal state and local programs and funding of affordable housing and community development programs including the American Rescue Plan Act State and Local Fiscal Recover Funds (ARPA) HOME Investment Partnership Program (HOME) Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG).
Experience in maintaining program compliance and policies and procedures
Knowledge of national regional and local trends using evidence-based practices and data-driven outcome measures as they apply to affordable housing and community development programs
Experience supervising professional-level staff
Job Contributions
Effectively communicate and work with the Assistant Director and Director of Human Services to coordinate and participate in developing a comprehensive approach to improve and expand solutions for affordable housing and community development for low to moderate-income communities
Promote effective evidence-based strategies to address affordable housing and community development and methods to implement innovative best-practice approaches and solutions regionally with service and funding providers
Manage projects services and programs (including but not limited to American Rescue Plan Act Affordable Housing development opportunities Community Development Block grant HOME Investment and) to ensure community engagement and client-focused service delivery method through data-driven decision-making
Oversee and supervise the ARPA Emergency Home Repair Program ARPA Affordable Housing Development Program and ARPA Wastewater Improvements programs including short- and long-term compliance and program closeout upon funding expiration
Analyze and oversee project outcomes budgets and regional data on affordable housing and community development projects
Ensure compliance with all federal state and local laws regulations policies and procedures
Serve as the subject matter expert and manager for the ARPA-funded programs operated by HCD
Develop and maintain networks of community partners including cities state departments housing authorities developers and non-profit agencies to support housing and community development
Actively work collaboratively and cross-divisionally to deliver comprehensive services for communities and clients
Perform a full range of supervisory responsibilities over assigned staff including but not limited to: establishing workload standards determining work priorities developing performance plans monitoring and evaluating performance coaching staff and hiring new staff
Working Conditions:
Work is routinely performed in an office environment which may require long periods of sitting reading and typing
The position includes team-oriented activities and interaction with all County management and personnel levels
Travel is required to and from various county client and contractor locations during a scheduled workday subject to County policies regarding the use of County vehicles and/or private vehicles used on County business
