The Opportunity
The Riverhead Wastewater Treatment Facility (RHWWTF) Secondary Expansion Phase 1 project is about preparing and supporting St. Johns and its regional partners for the future. Upgrading the Riverhead facility from primary treatment to secondary treatment strengthens our capacity to support growth protects our environment and ensures that critical infrastructure is in place to support the development of new housing that is needed in our region. By undertaking the project we will improve our wastewater effluent quality prior to discharge into the harbour as well as meet Federal Wastewater Systems Effluent Regulations required for compliance. The significant investment approved for the project positions the City of St. Johns and its regional partners to meet future wastewater treatment demands while also demonstrating our commitment to building resilient and sustainable communities. The Project Engineer is a 4 year contractual position with the likelihood of extension.
Accountabilities
Provide project management support for all phases of the project life cycle including initiating planning executing monitoring and control and project closeout for the Riverhead WWTF Secondary Expansion Project.
Provide project management support in the development of the Project Execution Plan (PEP) and all associated documents that make up the PEP.
Provide engineering support in the development preparation and execution of all procurement packages related to the Riverhead WWTF Secondary Project Phase 1.
Review and provide technical input on submissions from Consultants and Contractors including drawings specifications RFIs site instructions change orders progress payments invoices sketches mark-ups as-built records commissioning documentation and project closeout materials.
Serve as a technical support resource and secondary point of contact for internal City of St. Johns stakeholders ensuring contractual and technical requirements are met and key project milestones are achieved
Assist with communications to external stakeholders support public engagement platforms manage public service announcements related to the project and handle notifications as required.
Attend all project meetings record minutes of meeting and distribute meeting minutes to all attendees. All meeting minutes should be issued by the Document Controller via a Project Transmittal and filed appropriately.
Responsible for field support including but not limited to regular inspections to ensure compliance with construction documents
Conduct daily Field Level Hazardous Assessments (FLHAs) to ensure the safety of all project staff conduct regular toolbox talks with all project staff and communicate with internal Safety Advisors to ensure a culture of safety throughout the project.
The successful applicant will be required to participate in all training programs applicable to this position and other related work. Qualifications
Applicants must have successfully graduated from a recognized university with a degree in Civil Structural Mechanical Process or Environmental Engineering and be registered or eligible for registration with the Professional Engineers in Newfoundland and Labrador. A minimum of 5 - 7 years progressive experience in the areas of project management procurement wastewater treatment building design and construction contract administration and field inspection are required. Candidates with proven experience in the operation of wastewater treatment facilities will be given consideration. Must have the ability to prepare concise and effective reports and correspondence and be able to establish and maintain effective working relationships with staff the public contractors and consultants. A strong knowledge of personal computers and standard software is required. Applicants must have a valid Class 5 drivers license. A combination of education and experience acceptable to the City may be considered.
