The Income Maintenance Program Administrator I provides complex management and supervision of Income Maintenance and/or Child Support Supervisors. Each IM Supervisor has a team of IMC II responsible for the delivery of a variety of Income Maintenance programs including Medicaid Food and Nutrition Services Work First Child Care Subsidy and Emergency Assistance programs. Each Child Support Supervisor has a team of Child Support Agent I IIs and Office Support who maintain and determine Child Support. The Program Administrator will also be responsible for managing the IM Supervisor III for Quality Assurance and Training Team. The Quality Assurance and Training Team is made up of Income Maintenance Caseworker IIIs who provide training mentoring auditing maintaining employee and vacant caseloads and other tasks as assigned. The Program Administrator I will be responsible for assigned IM programs as needs change this may change.
Distinguishing Features of the Class
An employee in this class is responsible for planning organizing staffing and supervising on a daily basis to assure that productivity is maintained at its highest level both in quantity of output and quality of performance. This position is responsible for identifying long range goals for Income Maintenance and/or Child Support Services to adapt to changing policy and community needs. Work is performed under the regular supervision of the Income Maintenance Program Administrator II.
Illustrative Examples of Work
- Plans and sets short-term and long-term goals for the Income Maintenance teams under their supervision
- When policy changes take place this position evaluates the effect of changes on staff agency structure and etc to develop and implement a plan that meets the requirements of the policy with as little disruption as possible to the employees and the work unit.
- Ensures that goals and standards are established for the individual units and that unit/section strives to meet those goals.
- Completes and establishes an annual Goals and Performance document each year based on input from the Program Administrator II and Agency Director.
- Works with the unit supervisors to set performance expectations for the staff and the programs they supervise.
- Attends child support court and discusses cases and work with Child Support Attorney as needed
- Sits in on supervisory conferences with staff as needed
- Works with the unit supervisors to provide consultation on a wide variety of issues such as policy interpretation personnel issues problem solving and developing implementation for change.
- Position remains informed of the status of assigned work in the units policy changes personnel and other issues.
- Reviews supervisors performance annually.
- Assists the supervisors in setting goals for themselves and their units.
- Assists the unit supervisors with disciplinary action of staff.
- Assists the unit supervisors with providing information about proper procedures to follow.
- Makes recommendations for dismissal of staff to the Program Administrator II and Agency Director.
- Reviews policies and procedures and measures unit performance against established standards to determine what particular areas are experiencing major issues and works with the supervisors to implement corrective action.
- Ensures conformance with local State and Federal program requirements.
- Provides assistance in the hiring and selection process and makes recommendations to the Program Administrator II and the Agency Director.
- Provides input into the annual budget request for Income Maintenance and submits request to the Program Administrator II and Agency Director
- Gathers and analyzes data to determine public assistance spending patterns staff needs and supply and capital outlay needs
- Evaluates how policy changes will impact caseload size and public assistance cost; determines the number of staff needed to perform the work according to standards set by the State or gathered from surrounding Counties.
- As needed serves as the hearing officer; holds the hearing reviews policy makes an objective decision and writes the Decision Summary Letter to the client.
- Assist auditors monitors and quality control representatives as needed.
- Provides support and back up to the other Program Administrator I as needed
- Adheres to county state and federal rules regulations and policies
- This position is required to perform mandatory emergency shelter duty should the need arise
- Performs other duties as assigned.

Physical Requirements
- Must be able to perform the basic life operational support functions of walking fingering grasping talking and hearing.
- Sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly move objects.
- Must have close visual acuity to prepare and analyze data and figures work on the computer and perform extensive reading.
- Must have close visual acuity to determine the accuracy neatness and thoroughness of the work assigned.
- The worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).
Education and Experience
- Two years of supervisory experience at least one of which must have been in an income maintenance or services program and preferably with one year of experience in an income maintenance program; or an equivalent combination of training and experience.
Licenses and Certifications
- Valid North Carolina Driver License.
