OVERVIEW:

Data Management and Governance Practice (DMGP) is part of The Department of Administrative and Financial Services (DAFS). DMGP is critical for advancing statewide data initiatives and sustaining the continued development and success of this statutorily created program.

ABOUT THE JOB DETAILS:

The position of Data Management and Governance Information Technology Consultant is a senior-level role within the Data Management and Governance practice (DMGP). The DMGP is led by the Chief Data Officer who is responsible for the development and implementation of statewide data governance initiatives. This involves crafting enterprise-scale strategies collecting use cases advocating for data sharing and assisting State agencies in utilizing data to improve their decision-making processes.

This position will assist the Chief Data Officer to create and implement statewide data governance policies and standards gather use cases promote data sharing develop enterprise scale and help State agencies utilize data to improve decision making. It will help identify and curate training to promote data literacy and provide a shared understanding of core concepts across all Executive Branch agencies and contribute to the annual report to the Legislature.

Additionally this position will facilitate regular meetings with agency Data Stewards MaineIT subject matter experts and external stakeholders to support the implemention of all stages of data governance: data quality management metadata management interoperability and integration and master and reference data.

This position will have the authority to make decisions regarding drafting policy and providing recommendations co-authoring and providing feedback on annual reports to the Legislature and will participate in identifying and acquiring enterprise data governance tools and/or professional services.

REPRESENTATIVE TASKS:

  • Ability to influence across internal and highly diverse statewide business structures; act as an advocate and ambassador for all aspects of data governance by being accessible approachable and available to stakeholders; develop effective working relationships and participate in related meetings.
  • Ability to operate at a strategic level while also embracing a roll-up-your-sleeves attitude that gets the job done; to help define and articulate a strategic vision and translate it into tactical implementable steps.
  • Organizational and political agility with the ability to drive large cross-functional programs involving coordination with multiple stakeholders delivery organizations and teams.
  • Proven experience with the rolling out policies practices and organizational change to promote data accuracy data availability and data sharing between agencies.
  • Demonstrated leadership collaboration and executive level communication and presentation skills deep experience and proven success in leading major data projects analyses and information management initiatives.
  • Proven experience in operationalizing enterprise-wide data governance metadata management and data quality.
  • Demonstrated ability to facilitate and lead others while working with minimal direction to coordinate complex activities. Demonstrated ability to build a sense of trust and rapport that creates a comfortable and effective workplace.
  • Proven experience in developing presentations and communications to be shared with stakeholders internally and externally.
  • Expert knowledge of current information services/automation technology systems and capabilities.

KNOWLEDGES SKILLS AND ABILITIES:

  • Knowledge of current State Government technology systems capabilities and needs.
  • Knowledge of State Government agencies their missions and the nature of services they provide.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to conduct in-depth research and analysis.
  • Ability to analyze interpret and present technical information and concepts.
  • Ability to formulate and implement effective plans and solutions.
  • Ability to evaluate the applicability of current automation technology and trends to State Governments systems and needs.
  • Ability to establish and maintain effective working relationships.

MINIMUM QUALIFICATIONS:

A minimum of 10 years of a combination of related post-secondary education technical certifications or technology related work experience. Related training internship experience etc. may be credited as related experience on a month-per-month basis.
