Job Duties
The Virginia Department of Agriculture and Consumer Services seeks an executive leader with extensive public service administrative and operational experience to serve as Deputy Commissioner. The Deputy Commissioner is the Chief Operating Officer of the Agency driving the agencys operational excellence accuracy compliance and fiscal sustainability while providing leadership and management aligned with the mission and strategic plan of the agency.
The position provides managerial direction for the Divisions of Animal and Food Industry Services; Consumer Protection; Marketing and Development; Commodity Services; and the Offices of Administrative and Financial Services; and Policy Planning and Research. The Deputy Commissioner is a strategic partner to executive leadership serving as a primary advisor to the Commissioner and working closely with Human Resources and Communications.
The Deputy Commissioner will be responsible for operational and financial stewardship serving as a strategic liaison with both central agencies and other operational agencies.; coordinate and lead operational activities with division leaders and program managers; be responsible for coordinating legislative and policy activities of the agency; assist with compliance needs of the agency; ensure agency goals and objectives are achieved and that all department and state policies are adhered to; and represent the Commissioner and agency with external stakeholder groups elected officials and other state and federal the absence of the Commissioner the Deputy Commissioner serves as the primary point of contact for the Office of the Secretary of Agriculture and Forestry and the Governors Office. Once onboarded this position may be eligible for telework opportunities; availability hours and duration of telework shall be approved as outlined in the Commonwealths telework policy.
Minimum Qualifications
Extensive knowledge of Commonwealth of Virginia policies and procedures. Demonstrated senior-level agency or organizational experience managing agency operational and administrative functions including fiscal management program operations budget legislative processes and regulatory responsibilities. Experience providing feedback at strategic and operational levels; experience with human resources management to include direct experience handling HR matters within mandated policy; experience in policy development and compliance within state and agency policies and protocols; experience in analysis decision making and strategic planning; and experience with process improvement including risk mitigation or addressing audit findings from an internal or external auditing body.
Exceptional oral and written communication skills including demonstrated ability to interact effectively with agency employees industry special interest groups and government officials; to plan direct implement and monitor diverse programs and priorities; to oversee and direct the work of executive-level managers and professional staff; to interpret complex rules and regulations; and to analyze problems and develop logical conclusions.
Demonstrated ability to manage multiple large-scale assignments simultaneously; guide an agency head or chief executive; support agency programs initiatives and objectives; interpret complex laws regulations and policies for the public and/or internal senior management; and establish and maintain effective working relationships with diverse stakeholders populations organizations and agencies. Proven executive-level leadership management and supervisory experience in a complex government organization. H.S. Diploma/GED required.
Additional Considerations
A combination of related education training and experience indicating possession of the preceding knowledge skills and abilities to include the knowledge of Virginias agriculture industry public administration business administration or related fields. Thorough experience with Virginias state government operations and legislative process; and/or marketing animal or plant protection or regulatory programs also preferred.
