Position Marketing Statement

The Office of the State Fire Marshal (OSFM) is seeking a highly responsible and dedicated human resources generalist with extensive expertise in the oversight and organization of complex payroll and timekeeping operations. The ideal candidate has a proven track record in streamlining HR workflows and an adeptness to interpreting and applying bargaining unit contract language while ensuring 100% accuracy of payroll and timekeeping transactions. As the Payroll and Timekeeping Generalist and employee of the State of Illinois the selected candidate will have access to state healthcare benefits and a pension plan. Essential Functions

  • Organizes computes and leads staff engaged in the preparation computation and processing of agency payroll providing responsible oversight in the performance of complex and confidential payroll functions.
  • Serves as the Agency Timekeeper performing the full range of complex specialized and confidential duties relating to master timekeeping function.
  • As a human resources generalist supports multiple aspects of the human resources division to ensure execution of smooth day-to-day operations and accommodate both employees and organizational leadership.
  • Serves as designated lead worker.
  • Supports agency onboarding and offboarding in reference to payroll and timekeeping functions.
  • Performs other duties as required or assigned which are reasonably within the scope of those enumerated above.

Minimum Qualifictions

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college and one year of professional experience preferably in human resources or satisfactory completion of an approved training program.

Specialized Skills

  • Requires five (5) or more years of experience overseeing and managing the processing of complex payroll functions including back wage claims salary reversals and lapse and supplemental payrolls for a public or private organization.
  • Requires one (1) or more year of experience working with reporting systems including Statutory Accounting Principles (SAP) and Central Payroll.
  • Requires five (5) or more years of experience overseeing and managing a timekeeping or attendance tracking software system for a public or private organization.
  • Requires five (5) or more years of experience applying bargaining unit contract language as it relates specifically to payroll and timekeeping.
  • Requires three (3) or more years of experience serving in an official lead worker capacity providing guidance and instruction to a team of peers OR three (3) or more years of experience serving as a supervisor managing and directing the daily activities of subordinate staff.

Preferred Qualifications

  • Prefers five (5) or more years of experience overseeing and managing the processing of complex payroll functions including back wage claims salary reversals and lapse and supplemental payrolls for a public or private organization.
  • Prefers one (1) or more year of experience working with reporting systems including Statutory Accounting Principles (SAP) and Central Payroll.
  • Prefers five (5) or more years of experience overseeing and managing a timekeeping or attendance tracking software system for a public or private organization.
  • Prefers five (5) or more years of experience applying bargaining unit contract language as it relates specifically to payroll and timekeeping.
  • Prefers three (3) or more years of experience serving in an official lead worker capacity providing guidance and instruction to a team of peers OR three (3) or more years of experience serving as a supervisor managing and directing the daily activities of subordinate staff.
  • Prefers two (2) or more years of experience working with an intermittent employee program agreement within a public or private organization.
  • Prefers six (6) or more years of professional experience working in a human resources environment.
  • Prefers two (2) or more years of professional experience working with the Family Medical Leave Act (FMLA) for a public or private organization.
  • Prefers three (3) or more years of experience developing and utilizing Microsoft Excel spreadsheets for confidential reporting and internal HR use.
  • Prefers two (2) or more years of professional experience applying workers compensation guidelines to timekeeping and payroll.

Conditions of Employment

  • Requires a current and valid State ID.
  • Requires the ability to pass a background check with self-disclosure of criminal history.
  • Requires the ability to travel with overnight stays as appropriate.
  • Requires the ability to pass drug screening.
  • Overtime is a condition of employment and you may be requested to work overtime including scheduled unscheduled or last-minute overtime.
  • This position is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)).Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting carrying walking and standing.
