The Proposal Engineer is a strategic technical-commercial role. You will act as a key partner to the Senior Project Manager in developing high-quality technical and commercial proposals for high-value projects within the Chemical Petrochemical and New Energy (EV Battery/Nickel) sectors. The primary goal is to secure project wins through accurate cost estimation robust technical solutions and meticulous bid management.
Technical Proposal Development: Translate Client Terms of Reference (TOR) or Request for Quotation (RFQ) into comprehensive technical proposals including work methodology manpower planning and project scheduling.
Commercial Costing & Estimation: Independently perform detailed project cost calculations (CAPEX/OPEX). You must ensure all commercial aspects of the proposal are accurate competitive and profitable for Bureau Veritas.
End-to-End Bid Management: Manage the full tender lifecycle ensuring 100% compliance with Bureau Veritas internal standards and strict client deadlines.
Vendor & Subcontractor Coordination: Source evaluate and negotiate with sub-contractors or specialized vendors (e.g. laboratory testing or specific subject matter experts) to complete the proposal scope.
Market Intelligence: Support the team in market research regarding competitor activities and industry trends particularly in the Indonesian nickel downstream and chemical processing sectors.
Education: Bachelors Degree (S1) in Chemical Engineering Metallurgy or Environmental Engineering from a reputable university.
Experience: Minimum 3-5 years of experience as a Proposal Engineer Sales Engineer or Project Engineer within EPC (Engineering Procurement Construction) Engineering Consulting or TIC (Testing Inspection Certification) industries.
Technical Knowledge:
Solid understanding of chemical/process plant project workflows.
Familiarity with Process Safety terminologies (e.g. HAZOP QRA SIL Safety Case) is a significant advantage.
Ability to read and interpret technical drawings (PFD P&ID).
Language Proficiency: * Excellent English (Written and Verbal) is mandatory for technical reporting and global collaboration.
Proficiency in Mandarin (Chinese) is a strong plus given the stakeholder landscape in the Nickel/EV Battery industry.

Analytical Mindset: Ability to identify commercial risks and provide strategic solutions in a proposal.
Stakeholder Management: Comfortable communicating with both technical experts and procurement departments.
