Purpose of Position
The Trade Compliance Engineer will act as the primary liaison between Global Trade Compliance and Engineering providing technology and engineering expertise in regulatory interpretation and supporting the assurance of compliance with international trade regulations. The individual will support the jurisdiction assignment and classification in coordination with engineering staff and Global Trade Compliance team members with a high attention to detail.
Tasks and Responsibilities
Develop consistent and efficient classification and jurisdiction assignment policies processes and procedures with oversight for our manufacturing business units
Ensure compliant jurisdiction and classification assignment for technical data hardware bills of material drawings and models as needed
Apply engineering knowledge of parts components systems and data as delineated in the International Traffic in Arms Regulations and Export Administration Regulations
Use applied knowledge and understanding of export regulatory definitions in relation to jurisdiction and classification assignment
Partner with Program Management Engineering Manufacturing and Purchasing to ensure understanding intended use of products software technology and services
Analyze export/import regulations laws and requirements in relation to business activities
Provide guidance and ensure compliance with terms conditions and provisos of approved export/import authorizations and research/interpret complex Government regulations such as the ITAR and EAR
Proactively collaborate with various Program personnel and Empowered Officials to define export licensing requirements
Participate in trade compliance projects to help facilitate continuous improvements
Conduct import/export compliance training and provide guidance as needed to ensure compliance with trade regulations company policy procedures and best practices
Support the conduct of compliance self-assessments and collaborate with Legal Investigations on investigations into potential export/import issues
May assist with the preparation implementation and modification of export license applications technical assistance agreements manufacturing license agreements and exemption / exception usage to support program execution and new business opportunities
Assist with responses to government customer supplier or partner inquiries as needed
Support internal and external audits and other compliance initiatives as required
Acts as liaison and as subject matter expert for all Engineering solutions and systems infrastructure design to ensure GTC practices account for seamless integration
Support enterprise level web applications initiatives to ensure engineering solutions support trade compliance into the software development lifecycle to ensure systems are secure reliable and compliant with ITAR/EAR regulations
Minimum Education
Bachelors degree in one of the following Engineering areas of expertise: Electro-Mechanical Systems Software or related field
Minimum Experience
10 years substantive engineering experience w/ 4 years relevant classification background
Knowledge of Engineering change process and related systems (Keytech JIRA Confluence PDM Python and other engineering tools as applicable)
Strong understanding of the U.S. Export Administration Regulations (EAR) the International Traffic in Arms Regulations (ITAR) and relevant classifications (HTS/Schedule B ECCN USML) pertaining to aerospace parts electronics computers IT equipment encryption technology and navigational hardware etc.
In-depth knowledge of aerospace systems and industry regulations
Must be a U.S. Person due to required access to U.S. export-controlled information
Experience in managing development infrastructure and training technical teams
Knowledge of exportability considerations and experience incorporating export control compliance into product development plans
Understanding of basic trade compliance tools such as the Order of Review USML and CCL
Knowledge Skills Abilities
Effectively collaborates with stakeholders and translates technical information and/or regulatory requirements to unfamiliar teammates
Team player with ability to work independently
Ability to interpret requirements
Excellent written and verbal communication organization and interpersonal skills
Ability to conduct regulatory research as needed in partnership with Engineering and legal groups to ensure adherence to trade laws in an evolving trade environment
Data management- Maintain technical data classifications for product data management (PDM) training manuals software contract deliverables and used Simulator sales.
Ability to analyze complex compliance issues and develop effect solutions through critical thinking and problem solving
