POSITION TITLE: CHIEF FINANCIAL OFFICER
QUALIFICATIONS:
- Five years experience in the business affairs department of a school district or a comparable position in the private sector
- Minimum of three years experience at the management level
- Experience in planning developing implementing and maintaining the business services and budget process of a school district or business.
- A School Administrators License a degree in accounting or a related field or a CPA is strongly preferred
REPORTS TO: Superintendent of Schools
JOB GOAL: To administer the business affairs of the district in such a way as to provide the best possible educational services with the financial resources available.
PERFORMANCE RESPONSIBILITIES:
- Prepare regular budget progress reports throughout the year which will be part of the agenda for the Boards monthly meetings.
- Lead the production of financial analyses and presentations for Board Members throughout the year.
- Gather the data and other information necessary to prepare the budget.
- Assists the Superintendent in presenting to the Board the necessary information on the proposed budget and the millage needed to support it as prescribed by school law.
- Oversee audit procedures and processes and work with the Arkansas Legislative Audit.
- Ensure compliance with current budget and spending policies and propose improved policies and systems regarding spending guidelines cost savings cost allocation and annual planning in accordance with the Arkansas Financial Accounting Handbook and State law.
- Assist with the planning and implementation of all capital campaigns.
- Maintain the Districts financial and statistical records.
- Prepare the annual statistical report.
- Supervise all purchasing and review all invoices.
- Recommend payment of all bills that have been properly processed.
- Maintain all District financial and business records in a secure location.
- Supervise the receiving and recording of all monies.
- Prepare all warrants and secure proper signatures.
- Work with the Pulaski County Treasurer to maintain appropriate tax fund records and ensure receipt of those funds for the District.
- Work with the local banks as depositories of the Districts funds.
- Maintain various funds bank accounts and investments.
- Supervise the preparation of all payroll checks as well as the delivery of checks to all personnel of the District at the time specified in the payroll schedule.
- Assist in planning any capital improvements new buildings or additions.
- Direct the Districts insurance programs.
- Supervise the operation of the Accounting Department.
- Assume other responsibilities as directed by the Superintendent.
TERMS OF EMPLOYMENT:
Salary Range: Range 21 Support Staff Daily Salary Schedule ($404.30/day - $562.64/day depending on relevant experience)
Length of Contract: 244 contract days
FLSA Status: Exempt
