Position Overview:
The Emerging Adult Case Specialist (EAS) plays a vital role in supporting the rehabilitation and future success of justice-involved youth enrolled in The Opportunity Center. This position blends case management with mentoring career and workforce development and educational supportfocusing on the coordination of social services to address barriers impacting student progress and GED attainment. The EAS serves as both a mentor and an accountability partner building trusting relationships with youth while guiding them through individualized plans that integrate vocational goals educational milestones and wraparound support for both students and their families. The ultimate goal is to empower youth to envision their future and equip them with the skills confidence and support needed to navigate adulthood and become career-ready.
Duties and Responsibilities:
Responsible for engaging key family participants in active change-oriented treatment by focusing on engagement motivation relational assessment behavior change and generalization.
Case Management - Education/Vocational/Career Readiness/Resources 50%.
Develop and maintain individualized case plans that include job readiness housing and transportation financial management life decisions/responsibility and personal/social relationships with a trauma-informed and youth-centered approach.
Build trusting relationships with youth and families linking them to community-based services such as housing mental health care substance use treatment transportation and basic needs through direct referrals and by leveraging our agency partners.
Prepare and facilitate workforce readiness topics which includes working hands-on with youth who are participating in their internship opportunities on all aspects of workplace behavior communication and professional success.
Assist youth in connecting with local employers training providers apprenticeship programs and post-secondary institutions.
Partner with youth to co-develop transition and step-down plans that connect them to long-term vocational educational and support services. Collaborate to establish clear responsibilities and timelines that promote stability in health housing employment education and relationships after program completion.
Attend meetings & serve as a liaison between youth families probation officers educators and community partners to promote wraparound support and consistent communication.
Intake & Documentation:
Work with youth and families through the admission process into the program ensuring a welcoming respectful and supportive experience.
Complete Life Skills Assessment with each youth recording pre & post test scores and sharing with students and support team.
Perform administrative tasks such as maintaining records updating case notes scanning documents coordinating staffing meetings and preparing for referral committee meetings by conducting research and contacting families.
Maintain accurate records and case documentation tracking outcomes related to educational progress employment and service engagement.
Opportunity Center Team Support Duties:
Support the general operations of The Opportunity Center which may include riding on transportation routes checking in youth each morning and supporting a positive and structured environment.
Collaborate with peers and leadership offering support across program areas and contributing to a team culture rooted in mutual respect accountability and shared mission.
Provide ongoing support in other areas as needed.

Education and Experience:
At least 60 hours of college credit from an accredited educational institution plus
Experience in Workforce Development.
OR
Bachelors degree in Juvenile Justice Counseling Education Social Work Vocational Rehabilitation or a related field from an accredited educational institution.
Knowledge Skills and Abilities:
Must possess a basic knowledge of workforce development strategies for youth.
Must possess a basic knowledge of child and adolescent risk factors and community resources.
Must possess knowledge of department division agency policies and procedures.
Must be able to work with other professionals and partners both within and outside of the organization. Including a diverse population with varied cultural religious and socio-economic backgrounds.
Must be able to build rapport with youth families and care givers through professionalism courtesy discretion attentiveness cultural sensitivity and supportive communication.
Must possess basic knowledge of the juvenile justice system and case management.
Must possess an ability to maintain professional and personal ethics and behavior communicate effectively accept and use supervision and maintain professional behaviors at all time.
Must be 21 years of age.
Must be able to utilize case management tools to include case plans digital communication tools and engage in a high level of verbal and written communication.
Additional Requirements:
Upon receiving a conditional job offer all applicants must undergo a criminal background check and drug screening.
All applicants must provide evidence of a tuberculosis (TB) skin test. If the attest result is positive additional documentation will be required.
All employees are subject to random drug and alcohol testing as well as testing based on reasonable suspicion that the employee may be under the influence of a substance prohibited by the countys drug and alcohol policy during the course and scope of employment.
In the event of a public emergency declared by the county staff may be assigned to other duties facilities or departments under the supervision of another county department.
Applicants must be at least 21 years old.
Employees in this position must possess and maintain a valid Texas Drivers license and maintain liability insurance coverage at least equal to the minimum amounts required by law.
Certified copies of educational transcripts and/or college credits will be required during the hiring process.
This position involves working with challenging youth where the use of crisis intervention and de-escalation strategies may be necessary to ensure the safety of both youth and staff.
