Job Purpose/Objective
To support the implementation of an effective HSE Management System & risk controls and provide complete HSE support to the Project Delivery Teams and Projects contractors to effectively implement all HSE critical processes & Integrated Safe Systems of Work (ISSOW) at the coalface resulting in an injury and loss-free on time schedule and on quality Project delivery.
Duties & Responsibilities
- Provide overall support for the HSE program and drive the desired HSE culture to reach Organizations goal of Zero HSE incidents within the assigned project sites.
- Review all the project-related HSE and Work Procedures support the site HSE activities with the Contractors HSE Officers and ensure that they discharge their roles addition collate HSE site reports and submit same to the Line/Head HSE Technical and the relevant Project Team.
- Supports the implementation of HSE Campaigns Integrated Safe System of Work (PTW JHA TBT/LMRA MOC LOTO CSE Unsafe Acts Auditing HSE Walkabout LSE/Go See WEFO etc.) in the project sites to entrench best practice HSE culture save lives and prevent major accidents.
- Support the implementation of HSE tools and techniques at the activity areas and consistently manage Personal Safety Risks to As Low As Reasonably Practicable (ALARP) preventing harm to personnel.
- Support implementation of all other HSE processes Meetings Audit/Inspections Drills Trainings Incident Reporting/Investigation etc. are being adhered to in accordance with Project HSE Clause in Contract Construction Site Safety Standardization (CSSS) & IOGP/577 and legislated standards for Health Safety and Environment.
- Ensure consistent implementation and monitoring of the Project/Contractor HSE Plan activities during the execution phase.
- Ensure implementation of an effective HSE Management System & risk controls and provide complete HSE support to the clients Project Delivery Team to enable the Execution and Projects contractors effectively implement Integrated Safe Systems of Work (ISSOW).
- Support the Implementation of Environmental Management mitigation measures and environmental protection methods for the project according to local laws EIA and contract requirements.
- Work closely with the Project Management Team on implementation of the Project to enhance the management of personnel health and safety (employees contractors and the public) which is critical to continuous improvement in HSE performance.
- Organizes and issues daily/weekly/monthly HSE reports as required.
- Support the implementation of an ISO 45001 and HSE Control Framework compliant level-1 HSE management system (HSE-MS) in all activities within the site areas with the ultimate objective of ensuring no harm to people no damage to assets and no impact to the environment.
- Drive the implementation of Hazards Identification Awareness campaigns and strategy to entrench the acceptable HSE culture among the personnel working within the client facilities.
- Drive compliance towards Goal Zero and 9 Life Saving Rules among the workforce.
- Provide required support to HSE incident owners ensuring incidents are reported and investigated in line with approved procedure. Share the learnings across assigned project sites.
- Maintain strong HSE surveillance at the project sites and continuously tour assigned zones on the project sites to identify unsafe acts and unsafe conditions; intervene immediately and record/report as appropriate.

- Zero Fatality; Zero LTIF; and Threshold of <0.11 TRCF
- Zero Tier 2 Process Safety Incidents
- Zero Overdue PIMS HSE Actions in the assigned risk areas
- Timeliness and accuracy of all site activities reports.
- Number of Projects delivered without Lost Time Injury (LTI)
- Percentage of HSE Assurance activity facilitated
- Percentage of TD HSE Plan implementation monitored and closed out
- Number of LSE/HSE Go See/Walkabout Conducted and tracked
- >50% of total active Contractors Banded Green
- Statement of Fitness signed for 100% of Plant Projects with Process Safety Risk before HC introduction
- Number of participants in the TD HSE onboarding process
- Number of drills conducted at the assigned risk area
Requirements
Education
- Minimum University degree/HND preferably in engineering or physical sciences.
- Professional qualifications: Minimum NISP HSE Competency Level 3/International General
- Certificate in Occupational Health and Safety (IGC)/NEBOSH General Certificate or equivalent
Experience
- Not less than 7 years post-graduate working experience with a minimum of 5 years should have been spent in a similar position or handling similar responsibility in a reputable Oil and Gas Organization.
- Able to drive and have a valid Driving License/Clients Driving Permit
