BOLI has an opening for two PWR (Prevailing Wage Rate) Compliance Specialist (Compliance Specialist 2) positions in the Wage and Hour Division. This position is hybrid with some in-person requirements for meetings site visits outside of the office and other in-office related duties. The successful candidate will be eligible to work a hybrid schedule out of the Portland Salem or Eugene BOLI office.

This is a permanent full-time SEIU represented position. This recruitment may be used to fill additional vacancies as they occur.

The primary purpose of this position is to independently affect compliance through enforcement among Oregon businesses and political subdivisions of the state of all wage and hour laws administered by the Bureau of Labor and Industries. These laws include but are not limited to administration of the states minimum wage and prevailing wage overtime wage collection child labor laws Wage Security Fund working conditions provisions such as rest and meal period requirements expression of milk in the workplace regulations sick time law and labor contractor licensing requirements.

Here is a non-exhaustive list of duties for this position:

  • Conduct investigations pertaining to a variety of wage and hour statutes and administrative rules with a focus on prevailing wage rate laws to either resolve claims/complaints or to make final determination regarding disposition of cases and whether further action is warranted.
  • Investigate complaints filed against public agencies for failure to comply with the states least-cost contracting policy.
  • Devise the investigative plan for obtaining evidence and essential facts needed to make a final determination regarding the legitimacy and resolution of the matter.
  • Interpret and apply relevant law rule and policy to findings of fact.
  • Prepare the investigative file for the administrative hearing process or referral of case for litigation by the Department of Justice.
  • Research analyze amend and apply past precedents relating to construction duties equipment and materials to the Commissioners Definitions of Covered Occupations for Public Works Contracts in Oregon in order to determine correct classifications of work and correspondence Prevailing Wage Rates.
  • Conduct impromptu on-site prevailing wage inspections to ascertain status of compliance with prevailing wage and wage and hour laws on multi-employer sites of work. This may include interviewing all potential witnesses while simultaneously collecting all other evidence available at projects worksite.
  • Conduct outreach activities and educate external stakeholders and interested parties on the complexity of related regulatory issues as they relate to Wage and Hour and Prevailing Wage Rate Laws.

Working Conditions:

This position is based in the Portland Salem or Eugene BOLI office depending on where the successful candidate is located with possible telework once the candidate passes trial service. Occasional requirements exist to makes site visits attend meetings in the eveningsorweekends which may entail overnight travel within the state. The position entails a work environment with significant use of a computer and video conferencing.

The position may sometimes require working over 40 hours per week including some evenings and weekends. When present at training and job sites the employee in this position mayencounterhazardous conditions requiring use of specialized equipment such as hard hat safety glasses and hearing protection. Specific training might be required prior to conducting site of state motor pool transportation. The employee in this position must have a valid drivers license and an acceptable driving record or an acceptable alternative.

Remaining duties are performed in a standard indoor work environment; regular computer use with constant telephone video and in-person requests for information and assistance.

This Is What You Need to Qualify: (MQs)

Four years experience doing administrative research that included compiling and evaluating facts to recommend management action or to decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level.

Note: college-level course work may substitute for experience on the basis of 45-quarter units per year up to a maximum of three years.

The ideal candidate will possess the following desired skills and attributes: (EAs)

  • Experience with managing multiple priorities including documentation review and calendar management with a keen eye for details
  • Experience providing technical support with a customer-service oriented approach
  • Experience in interpreting laws rules policies and procedures and applying interpretations to specific situations
  • Ability to learn and navigate a complex and technical field while liaising with various stakeholders
  • Experience in performing technical or administrative support functions requiring independent judgement decision making and problem resolution
  • Demonstrated knowledge of M365 suite including knowledge and familiarity with Microsoft Excel.
