Casual Hire appointments may last for up to 89 days for full-time employees and up to 1 calendar year for part-time employees.

Duties and Responsibilities

  • Assist with ensuring the University of Hawaii System is prepared for any contingency through meticulous planning and relationship management.

  • Lead the drafting revision and finalization of the Comprehensive Emergency Management Plan (CEMP) and provide oversight for individual campus plans to ensure alignment.

  • Develop maintain and oversee system and campus COOP plans and tools to ensure essential university functions continue during and after a crisis.

  • Serve as a point of contact for local state and federal partners (e.g. FEMA HI-EMA IAEM and State Department of Health). Maintain existing relationships and represent the UH System in state planning committees.
  • Ensure all emergency products meet Higher Education Act requirements Clery Act intersections and NIMS/ICS standards.
  • Design and oversee tabletop exercises specifically aimed at testing the efficacy of developed written products.
  • Perform other duties as assigned

Minimum Qualifications:

  1. Possession of a baccalaureate degree in Bachelors degree in Emergency and Disaster Management Homeland Security Public Administration Public Health Criminal Justice or related field and five years of progressively responsible professional experience with responsibilities for emergency management and/or disaster preparedness for a large diverse and complex organization including development and implementation of emergency management and response plans or comparable experience.
  2. Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging concepts principles and methodologies in the area of emergency management and/or disaster preparedness.
  3. Comprehensive knowledge and understanding of a wide range of principles theories federal and state laws and systems associated with emergency management and/or disaster preparedness.
  4. Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving and apply creative thinking to resolve problems in new and innovative approaches.
  5. Demonstrated written and verbal competence in presenting ideas concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer apply word processing software.
  8. Demonstrate a strong ability to coordinate and effectively communicate multi-unit or multi-department response activities under stressful or extreme circumstances.
  9. Strong analytical skills and demonstrated ability to solve unstructured problems and effectively overcome obstacles.
  10. Ability to formulate advocate and articulate position in demanding situations.

Desirable Qualifications:

  1. Masters degree from an accredited university or college.
  2. At least 2 years of training experience in the area of emergency management and/or disaster preparedness or comparable experience.
  3. Have at least 5 years of demonstrated experience in thinking tactically to address near-term operational needs and strategically to advance the overarching goal of preparing an organization to respond timely responsibly and thoughtfully to any emergency incidents.
  4. Experience with emergency management and disaster planning responsibilities with government agencies within the State of Hawaii
