Boeing Defense Space and Security (BDS) has an exciting opportunity for a Senior Program Manager (Level M) to join the Laser Technical Services (LTS) Program Management team in Kirtland AFB NM!

Lead the operations maintenance personnel and strategic development of Boeing support to the Starfire Optical Range (SOR) facility in Albuquerque NM and the Advanced Maui Optical Site (AMOS) in Maui HI. The Senior Manager will ensure safe reliable and mission-focused optical test evaluation and research activities supporting government and commercial customers. This role combines technical leadership program management stakeholder engagement and facility stewardship

Position Responsibilities:

  • Lead day-to-day operations of Boeing support to the Starfire Optical Range facility in Albuquerque NM and oversight of Research and Development activities for Boeing at the Advanced Maui Optical Site in Maui HI ensuring test scheduling asset availability and adherence to safety and regulatory requirements IAW contractual requirements.
  • Manage a multidisciplinary team of engineers technicians operators and support staff; recruit develop evaluate and retain personnel.
  • Oversee execution of optical research & development and test programs including system integration alignment calibration data collection analysis and reporting.
  • Develop and manage budgets forecasts and resource allocation for facility operations and capital improvements jointly with the customer.
  • Drive continuous improvement initiatives to optimize execution reduce downtime and improve data quality and repeatability.
  • Ensure compliance with safety programs (e.g. laser safety hazardous materials) facility security environmental regulations and any export-control requirements.
  • Coordinate with government sponsors sub-contractors academic partners and internal stakeholders to define requirements schedules deliverables and acceptance criteria.
  • Lead long-term planning for facility upgrades modernization and sustainment; prepare technical and cost proposals to secure funding.
  • Establish and maintain quality assurance processes standard operating procedures (SOPs) and configuration control for test articles and instrumentation.
  • Serve as the on-site Boeing authority for optical test methodologies and facility capabilities; present technical briefings and program status to senior leadership and customers.

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

This position requires an active U.S. Top Secret/SCI Security Clearance (US Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

Basic Qualifications (Required Skills/Experience):

  • 10 years performing in a leadership role
  • 5 years of experience leading projects that require integration across business units and/or multiple functions
  • 5 years of experience working with Earn Value Management (EVM)
  • Strong communication problem solving and analytical skills
  • Experience in preparing and presenting executive level briefings

Preferred Qualifications (Desired Skills/Experience):

  • Bachelors Degree or higher
  • Directly participates in establishing managing and administering multiple projects concurrently
  • Experience in developing and managing technical cost and schedule metrics and technical performance measures (TPM)
