Position Overview:
The Grants Compliance Coordinator position performs highly advanced grant management technical assistance work. The position serves as a resource and grant management subject matter expert to the Office of the County Engineer (OCE) staff. The position provides technical assistance regarding grant guidance in the Code of Federal and State Regulations and Standards. Work involves collaborating with federal state and other agencies awarding and providing grant oversight tracking grant management federal/state legislation rules regulations and policy implementation and/or updates providing pre-award education post-award analysis and maintaining reviewing and preparing confidential and special reports. Work requires contact with departmental executives managers governmental officials and third parties. Employees at this level are virtually self-supersizing and assume direct accountability for the work product.
Job Duties:
- Serves as lead worker for grant administration on the team.
- Works closely with other divisions in the identification and tracking of grant management funds received by Harris County.
- Represent the team in coordination with other Harris County grant efforts.
- Research funding opportunities to understand policy implications applicable criteria and optimal strategies for securing funding.
- Oversee development of internal project eligibility and selection criteria for Harris County-administered funding opportunities.
- Oversee development of application process and schedule and coordination requirements for local governments to participate in Harris County-administered funding opportunities.
- Prioritize projects to keep multiple projects moving in a timely manner meet deadlines and manage multiple proposals.
- Assists with special projects & must be willing to perform other grant-related duties as assigned and deemed necessary by management.
- Coordinates with other divisions and responds to requests for information
- Establishes and maintains various in-house spreadsheets and other grant tracking tools.
- Other duties as assigned.

Education & Experience:
- Bachelors degree from an accredited college or university
OR
- High School diploma or GED with 5 years of experience carrying out overseeing or auditing/monitoring federal and/or state grant management programs.
Knowledge Skills & Abilities (KSAs)
- Knowledge of the principles and practices of public agency policy and procedures.
- Knowledge of the principles and practices of grant administration and grant writing skills.
- Proficiency in the use of MS Office and ability to learn various grant submittal interfaces and websites
- Ability to plan and organize work perform under pressure and meet deadlines
- Ability to communicate effectively with internal and external sources and keep management informed
- Strong problem-solving critical thinking and analytical skills
- Ability to analyze and interpret data for accuracy and be detail-oriented
- Ability to communicate complex information clearly and concisely both orally and in writing.
- Excellent interpersonal skills.
- Able to work independently with minimal supervision
Emergency Deployment & Continuity of Operations Requirement:
In accordance with Harris Countys Continuity of Operations Plan (COOP) Policy this position is subject to emergency response and deployment protocols.
The employee may be designated as supporting a Mission Essential Function (MEF) and must:- Participate in the classification process of departmental staff based on MEF responsibilities.
Be available for temporary deployment to an alternative work location role or telework assignment during emergency events. - Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
- Remain flexible in assuming alternative duties as directed to support County operations continuity.

Full-Time Regular 40 hours per week.
Subject to early mornings late evenings weekends and holidays at times depending upon the project or workload.
Salary: Commensurate experience based on 26 pay periods.
Work Environment:
- This job is performed in a professional office environment.
- Occasionally required to travel to training events or meetings.
Physical Demands:
- Primarily a sedentary role; however working with files is required.
- Ability to lift up to 10 pounds and bend and stand as necessary.
- No special safety precautions are required.
