SUMMARY OF POSITION

The County of Monterey Health Department- Administration and Behavioral Health Bureau and County of Monterey Treasurer- Tax Collector are hiring full-time positions for Accounting Technician.

Administration

This position will be responsible for the full scope of Accounting Technician responsibilities including Accounts Payable Accounts Receivable and Payroll. The Accounting Technician will be responsible for reconciliation adjusting accounting records and ensure full disbursement of payroll checks among other duties as assigned. Understand and apply principles laws and procedures involved in fiscal recordkeeping and accounting functions.

Behavioral Health

The Accounting Technician supports the day-to-day financial operations of the Behavioral Health Bureau by handling a high volume of accounting and payment activity with accuracy timeliness and care. This role helps ensure that staff reimbursements vendor and professional service payments and bureau purchasing activity are processed correctly and in accordance with County fiscal policy. The Accounting Technician also serves as a key point of contact for staff and vendors providing clear respectful communication and dependable customer service in support of essential public behavioral health services. The position requires strong attention to detail sound judgment and the ability to stay organized and responsive in a fast-paced environment with competing deadlines.

Treasurer-Tax Collector

The County of Monterey Treasurer-Tax Collector is an elected officer of the County. Operating under statutes of the State of California the Treasurer-Tax Collector performs a variety of functions which collectively contribute to the financial management network of the County the Countys school districts and many of the Countys special districts. The primary responsibilities of the Treasurer-Tax Collector include the billing collection reporting and accounting for all real and personal property taxes levied in the County transient occupancy and cannabis business taxes levied in unincorporated county areas and business license monitoring and collection; banking and investment of county school and special district funds; and collection enforcement for Superior Court fines. The department of the Treasurer-Tax Collector consists of three divisions: Tax Collection Treasury and Revenue.

The Treasurer-Tax Collectors Office seeks for a highly qualified Accounting Technician to support the Revenue Division and is responsible for the collection processing and distribution of court-ordered fines and fees imposed by the Superior Court. The ideal candidate is detail-oriented highly organized and able to maintain productivity and focus while managing multiple priorities.

This role requires the ability to establish maintain and control complex financial and statistical records using a thorough knowledge of bookkeeping principles. Responsibilities include reconciling accounts researching and posting transactions within case management systems preparing accurate and timely periodic reports and ensuring the completeness and integrity of financial data. The Accounting Technician must also communicate clearly and professionally with coworkers external agencies and members of the public.

This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority in accordance with the Flexible Staffing Program and Guidelines.

Examples of Duties

  • Supervises and participates in posting of financial and statistical information to logs journals ledgers and other records utilizing hand posting techniques or personal and mainframe computers; reviews source documents to ensure accuracy; assigns proper account codes as needed.
  • Examines reconciles and adjusts accounting records; identifies and resolves problems and makes corrective entries using hand posting techniques or personal and mainframe computer generated programs.
  • Maintains cost accounting records by supervising and participating in the computing allocating and posting of costs to various accounts; computes and allocates charges and depreciation costs; prepares summaries and cost statements.
  • Works with departmental personnel representatives of other departments and agencies in coordinating evaluating and modifying financial recordkeeping.
  • Reviews clerical accounting systems procedures and forms and makes changes to meet new needs and requirements devising new forms and determining appropriate format of computer spreadsheets for reports.
  • Prepares periodic summaries of transactions including trial balances worksheets and revenue and expense statements.
  • May supervise subordinate personnel to include selecting and training of new employees.

THE SUCCESSFUL CANDIDATE

Will have a proven track record demonstrating the following knowledge skills and abilities:

Thorough Knowledge of:

  • Principles and practices of bookkeeping.
  • Methods practices and terminology used in financial and statistical clerical work.

Working Knowledge of:

  • Office practices and procedures.
  • Personal computers and related software such as spreadsheets.
  • Intermediate mathematics to include addition subtraction multiplication and division of whole numbers fractions percentages and decimals in order to count calculate check and adjust fiscal and/or statistical data.

Some Knowledge of:

  • Principles and practices of cost accounting.

Skill and ability to:

  • Maintain and reconcile differences with financial recordkeeping systems.
  • Make mathematical computations quickly and accurately
  • Read and write clearly and effectively to prepare and maintain accurate and complete records and reports such as financial summaries ledgers and journals
  • Operate a calculator typewriter personal and/or mainframe computer and other office equipment
  • Review code post adjust and summarize fiscal transactions or statistical data.
  • Work with a minimum of supervision
  • Understand and carry out complex oral and written policies and procedures.
  • Understand the relationship among accounting records and documents
  • Perform a variety of tasks simultaneously with multiple critical or changing priorities
  • Establish and maintain effective working relationships with other employees the public and others contacted through the course of work
  • Understand and apply the principles laws and procedures involved in fiscal record keeping and accounting function


Examples of Experience/Education/Training

Any combination of training education and/or experience which provides the knowledge skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Experience:Eighteen months of experience performing duties equivalent to a Senior Account Clerk in Monterey County.

OR

Training: Completion of a training course leading to a bookkeeper certificate and six months of supervised on the job training.

  • Possess and maintain a valid California Class C drivers license or the ability to provide suitable transportation that is approved by the appointing authority.
