Description

The Chief Human Resources Officer (CHRO) is a senior executive leader who provides strategic oversight and coordination of all human resources functions in support of the agencys mission as a Federally Qualified Health Center (FQHC). Working in close partnership with the CEO and executive leadership team the CHRO helps ensure HR practices are thoughtfully integrated across the organization and aligned with operational and financial needs regulatory requirements and service delivery goals.

Within a union-based environment the CHRO leads labor relations coordinates collective bargaining efforts while overseeing recruitment and retention workforce development compensation and benefits compliance employee relations and performance management. The role emphasizes collaboration consistency and fairness across all HR practices.

Essential Duties

  • Provide executive leadership and oversight for all human resources functions ensuring alignment with the mission values and operational needs of the organization.

  • Serve as a strategic advisor to the CEO and executive leadership team on workforce-related matters organizational planning and change management.

  • Lead labor relations in a union-based environment including collective bargaining grievance resolution and maintaining positive labor-management relationships.

  • Oversee recruitment retention and workforce planning strategies to address staffing needs across clinical behavioral health and administrative functions including hard-to-fill and licensed positions.

  • Ensure compliance with all applicable federal state and local employment laws and regulations including HRSA requirements licensure and credentialing standards and grant-related staffing obligations.

  • Direct compensation benefits and classification programs to support internal equity market competitiveness and fiscal sustainability.

  • Oversee performance management employee relations and disciplinary processes in a fair consistent and trauma-informed manner.

  • Support leadership development training and succession planning to strengthen management capacity and organizational continuity.

  • Oversee HR systems data and reporting to support informed decision-making regulatory compliance and continuous improvement.

  • Work with Legal counsel and HR related matters including labor and employment law issues contract interpretation investigations disciplinary actions and risk mitigation.

  • Oversee the design administration and communication of employee benefit programs including health insurance retirement plans wellness initiatives and other benefits ensuring compliance with union agreements regulatory requirements and organizational policies.

  • Provide leadership and oversight for leave management programs including FMLA state and local paid leave reasonable accommodation request disability workers compensation and union-related leave provisions ensuring consistent application compliance and employee support.

  • Develop and oversee organization-wide training and professional development programs that support compliance clinical and operational excellence leadership development and employee engagement.

  • Any/all other duties assigned.



Qualifications

Knowledge and Skills

Knowledge

  • Management level skills working directly with labor management and Union relations.

  • Advanced working knowledge and setting up of HRIS systems.

  • Broad knowledge and experience in employment law payroll wage and hour law compensation organizational development employee relations and training and development.

  • Extensive knowledge of BOLI federal and state regulations as well as the NLRB.

  • Change management strategic planning and staff training and development.

Skills

  • Strategic planning and organizational change management across multiple departments.

  • Cross functional collaboration to integrate HR programs with clinical operation and administrative teams.

  • Data driven decision-making and HR analytics for workplace planning and performance management.

  • Ability to foster positive labor-management relationships and resolve workplace conflicts effectively.

  • Ability to develop leadership capabilities across the organization

Education and Experience

Required

  • Bachelors degree in Human Resources or Business Administration 10 years of comprehensive HR experience including senior leadership experience.

  • Minimum of 5 years of Union HR experience

Preferred

  • SHRM-CP/SCP or PHR/SPHR preferred.

Working Conditions

This position is located in a typical office and clinic environment with moderate office and remote work is expected.

Physical Requirements

This job requires operating phones computers and other office equipment. Communicating is required on a regular basis. Moving inside the building to other offices and program delivery spaces as well as moving to surrounding sites is expected. Sporadically moves boxes weighing up to 20 pounds.
