The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. HR Specialist Trainee:Grade 13 Salary Range - $54886 -$61270/year (with potential growth to$84995/year)

HR Specialist:Grade 14 Salary Range - $58428 - $65279/year (with potential growth to$90709/year)

HR Officer I:Grade 15 Salary Range - $62220 - $69633/year (with potential growth to$96790/year)

LOCATION OF POSITION

This position may be eligible for hybrid telework and will require working in a local correctional institution at least 2 days per week.

POSITION DUTIES

The main purpose of this HR Generalist position is to administer HR programs and perform professional HR work in the State Personnel Management System (SPMS) for the Dept. of Public Safety and Correctional Services (DSPCS). These responsibilities are characterized by the use of knowledge discretion and independent judgment in the interpretation and application of laws regulations policies and guidelines to address a variety of administrative activities problems issues and projects. Specific duties include:

  • SPMS Coordinator/Employment Services -Initiates Workday transactions including but not limited to new hires promotion demotions resignations terminations retirements and FMLA leaves of absences
  • Leave Administration -Processes and approves leave requests pertaining to FMLA military parental and medical absences. Manage the Leave Bank and Employee to Employee Leave Donation Administration
  • Health Benefits and Retirement Coordinator -Obtains Agency Benefits Coordinator (ABC) Certification from DBM/EBD. Guides employees through the enrollment and administration processes for the following: health dental life prescription AD&D and flexible spending account plans; Coordinates annual Open Enrollment activities
  • Customer Service and Reception -Provides in-person and telephone Customer Service in a high-volume office supporting multiple correctional institutions and/or administrative units
  • Policy Administration and Compliance -Compiles analyzes and evaluates HR-related information and recommends actions based upon rules regulations policies guidelines and precedents
  • Recruitment and Hiring (Permanent) -Directs and Monitors applicant job interviews. Assists in conducting on-site applicant interviews. May represent DPSCS at regional student career and community job fairs. Conducts Workday Onboarding and New Employee Orientation for new employees promotions demotions and transfers ensuring all paperwork is completed timely and accurately

HR Specialist Trainee

Experience:Four years of professional HR management workexperience in the areas of recruitment classification salary administration employee relations test development and validation or as a generalist.

Paraprofessional personnel work isdefined as work involving the application of public sectorpersonnel procedures policies rules andregulations tospecific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records calculating salaries applying personnel-related rules andpolicies preparing personnel-related reports conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiriesconcerning employment actions.

2. Candidates may substitute the possession of a Bachelorsdegree from an accredited college or university for therequired experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classification or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

LICENSES REGISTRATIONS AND CERTIFICATIONS

in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits Maryland Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date)
