SUMMARY
Within the Cyber and Digital Transformation Division (CDTD) and the Hybrid Strategy and Policy Section the Critical Undersea Infrastructure (CUI) Coordination Cell acts as a focal point for facilitating cooperation between NATO civilian and military entities NATO Allies governments and private sector actors to enhance the security of critical undersea infrastructure.
The incumbent is responsible for contributing to policy development on cross cutting issues and providing direct support to the organisation and management of committees/meetings/events and projects/programmes to enhance the security of critical undersea infrastructure.
QUALIFICATIONS AND EXPERIENCE
The incumbent must:
possess a university degree preferably in the field of political science international security or related studies from an institute of recognised standing;
have at least 2 years experience relevant for this position preferably in a large international organisation supporting political consultations and policy development;
be familiar with strategic issues and challenges facing the Alliance and NATOs geopolitical environment;
have excellent drafting communication and interpersonal skills including experience in preparing background and speaking notes for senior management;
have proven experience in stakeholders management (such as interaction with representatives of governments and officials from industry organization of conferences/events);
demonstrate strong drive for teamwork;
possess the following minimum levels of NATOs official languages (English/French): V (Advanced) in one; I (Beginner) in the other.
The following would be considered an advantage:
experience in a similar position within a national administration international organisation academia think-tank or non-governmental organisation;
knowledge of and/or experience in the NATO financial processes as well as financial assistance programmes;
certification in project management methodologies such as Prince2 Project Management Institute (PMI) or Project Management Professional (PMP).
MAIN ACCOUNTABILITIES
Stakeholder Management. Collaborate and liaise closely with stakeholders within the NATO Enterprise in particular the NATO Military Authorities. Organise and participate in conferences events and committee meetings. Support NATOs Critical Undersea Infrastructure Network. Contribute to cooperation activities within NATOs various partnership frameworks as well as with think tanks research / academic centres etc. to represent NATO and develop further NATOs expertise and involvement in this field. Organise and support visits of external stakeholders to NATO HQ.
Project Management. Assist in organising related events and activities particularly within NATOs CUI-Network such as high-level meetings workshops and exercises. Provide input and support for relevant programmes such as NATOs Science for Peace and Security Programme as well as the Defence Innovation Accelerator for the North Atlantic (DIANA).
Policy Development. Support the development and implementation of NATOs policies assessments and reports to enhance the security of critical undersea infrastructure. Contribute to relevant policy initiatives related to energy and emerging and disruptive technologies for the approval of NATO committees including support to NATO Ministerial meetings and Summits. Draft policy inputs briefing materials speeches and other products for a diverse range of stakeholders at NATO HQ and to relevant offices at Strategic Commands NATO Agencies and Centres of Excellence.
Expertise Development. Keep abreast of and learn more about matters relating to the security of critical undersea infrastructure as well as policy linkages to the fields of energy security cyber defence and emerging and disruptive technologies to support political and operational decision making. Leverage conferences seminars and workshops organised by the Cell with external stakeholders to develop expertise.
Knowledge Management. Track collect categorise and share knowledge on critical undersea infrastructure issues in collaboration with other stakeholders. Maintain information regarding points of contact lists committee/board databases and online portals including the Cells mailboxes.
Perform any other related duty as assigned.
INTERRELATIONSHIPS
Reporting Line: The incumbent reports to the Senior Officer of the Critical Undersea Infrastructure Coordination Cell and through her/him to the Section Head Hybrid Strategy and Policy.
Interactions: The incumbent works in close coordination with other sections within the division as well as with other Divisions in the International Staff with the NATO Military Authorities with national delegations as well as Alliance capitals and other NATO Agencies as necessary. The incumbent also maintains good working relations in her/his field of competence with partner countries other International Organisations (e.g. EU UN) as well as industry and academia on critical undersea infrastructure.
