JOB DESCRIPTION: This is professional services work of a managerial nature in directing and overseeing the activities of a major section within Maine Revenue Services (MRS) Operations Division. Responsibilities focus on planning and managing the activities of a major section within the Bureau. This position will plan develop evaluate and direct highly specialized tax support functions and agency operational system programs by delegating to team leaders/project managers with varying levels of authority to establish operational goals and ensure objectives of the section division and agency are met. Supervision is exercised over a staff composed of professional technical and support personnel.

REPRESENTATIVETASKS:

  • Manage plan and prioritize activities of MRS Operations technical professional and support staff.
  • Lead and oversee teams on system projects with high visibility and impact and with significant complexity in areas such as enterprise integration and public access in order ensure proper coordination and communication for project success.
  • Evaluate and review work in progress and upon completion to ensure adherence to departmental policies program direction and audit readiness for both federal (safeguard review) and state (IT audits) review.
  • Facilitate Business Process Improvement through mapping of processes identifying inefficiencies and redundancies with a goal of optimizing workflow.
  • Coordinate and confer with various agencies vendors and agency personnel to accomplish established processing goals and objectives.
  • Directly oversee and manage project leads in the execution of critical and key systems projects.
  • Participate in Agency budget process by forecasting budget requirements and estimates revenue to be derived from tax systems to assist in state budget preparation.
  • Issues Request for Proposals (RFPs) serves on vendor-selection panels negotiates with vendors and awards contracts including the temporary services contractor. Contract administrator for multiple contracts. Direct and participate in inter-agency projects to ensure security of MRS information systems and assets.
  • Develop skills of managers/supervisors to better understand hiring practices and State of Maine contract provisions regarding staffing.
  • Implement and comply with human resource laws policies procedures and practices such as: AA/EEO recruitment employment position classification performance appraisals training discipline contract administration human resource components of security protocols of agency information security and confidentiality policies and employee safety.

KNOWLEDGESSKILLSANDABILITIESREQUIRED:

  • Knowledge of applicable laws rules regulations policies and procedures.
  • Knowledge of data processing technology capabilities techniques and intricacies associated with a large computer system.
  • Knowledge of methods and techniques for conducting automated system feasibility studies.
  • Knowledge of data processing operating techniques used in a multi-shift multi-programming operating environment.
  • Knowledge of computer system concepts designs applications and user and interfacing requirements.
  • Ability to supervise subordinate personnel.
  • Ability to develop and recommend revisions to procedures based on identified problems.
  • Ability to interpret flow charts and block diagrams and evaluate programming languages and systems.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to train and direct the work of others.
  • Ability to manage a highly complex activity.
  • Ability to use applicable computer programs

MINIMUMQUALIFICATIONS:

Ten (10) years data processing/telecommunication system experience including at least six (6)years experiencein the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR- a relatedBachelorsDegree and 6 years data processing/telecommunication system experience including at least four (4)years experiencein the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR- a relatedMastersDegree and four (4) years data processing/telecommunication system experience including at least two (2)years experiencein the appropriate area of specialization and two (2) years of supervisory/ managerial experience.

Preference will be given to candidates with managerial experience in the following areas: project management implementation business process improvements and agency statistical reporting.
