Archaeology Project/Program Manager

ICF is seeking a senior archaeologist to help plan monitor and manage cultural resources projects and programs in Southern California and the western Unites States. As an Archaeology Project/Program Manager at ICF you will help deliver and continue to grow our Cultural Resources Management (CRM) services for existing clients The Archaeology Project/Program Manager will also partner with other environmental program managers to expand ICFs business and with other CRM leaders across geographies to expand the CRM practice.
This position is intended to be based in the San Diego CA office however it can be fully or partially remote and applicants living throughout southern CA are encouraged to apply. The Archaeology Project/Program Manager should be comfortable working across the primary disciplines that comprise cultural resources management (archaeology built environment tribal resources landscapes) and comfortably navigate between project management (scoping staffing progress reporting) and delivery of technical services (quality control schedule cost). You will combine your archaeology technical skills with strong regulatory compliance expertise to develop project-level analysis and programmatic solutions for CEQA NEPA and Section 106 reviews. You will also be expected to contribute to marketing and proposal efforts for cultural resources opportunities or as part of a larger team on multi-disciplinary opportunities.
Our Environment and Planning division provides a range of consulting services in environmental analysis and compliance (e.g. NEPA) for clients in the transportation water energy and natural resources sectors. Our clients include federal state and local agencies and private energy and utility companies. Key Responsibilities
Serve as a project or task manager on large or complex cultural resources and environmental planning projects.
Provide analysis for environmental regulatory reviews under CEQA NEPA and Section 106 and compose defensible arguments and supporting documentation.
Interface directly with key clients and help build and maintain great relationships.
Contribute to identifying new project leads developing pursuit strategies and writing proposals.
Exercise judgment in selecting methods techniques and quality assurance for deliverables.
Mentor less experienced staff as they grow their business development and client relations capabilities.
Required Skills/Experience
Masters degree in anthropology or related field.
15 years of CRM and/or environmental planning experience within the energy water transportation and/or Federal Agency markets.
Experience obtaining concurrence for CEQA and NHPA Section 106 findings reviewing technical studies such as those addressing archaeology architectural history historic landscapes consistency with Secretary of the Interior Standards for the Treatment of Historic Properties effects analysis and mitigation strategies.
Must have the qualifications and experience to be BLM-permitted as a Principal Investigator in California and Nevada.

Advanced knowledge and understanding of environmental planning cultural resources management and regulatory compliance with CEQA NEPA NHPA and other state and federal environmental regulations.
Familiarity with Southern California cultural resources and associated regulatory environment.
Excellent written and verbal communication skills with experience interfacing with external clients members of the general public and government officials.
Strong analytical skills including attention to detail as well as technical writing and communication skills.
Strong project management skills including ability to take and give direction stay organized and manage time effectively.
Commitment to overseeing preparation of high-quality work within established budgets and schedules.
