This position is in the Fiscal & Administrative Services Division of the OFD and is part of a fiscal team that leads budget accounting and grant administration for all department fiscal operations.

As a Budget & Grants Administrator with OFD youll play a key role in sustaining the departments financial health while developing expertise in high-level grant management and budget administration. Youll also experience a deep sense of purpose serving your community during the times of crisis and contributing to public addition working in a major metropolitan fire department gives you the opportunity to collaborate with other emergency response agencies city departments and community organizations which builds professional networks that support both your personal growth and the departments success.

We are looking for someone who is:

  • Detail oriented.You follow detail-oriented regulations for various grants to submit required reporting and to collect reimbursements.

  • An effective communicator.You communicate grant and budget financial information to department staff with varying fiscal experience.
What you will typically be responsible for:
  • Managing & maintaining the departments fiscal and grant accounting systems by establishing procedures maintaining records and ensuring compliance with federal state and local grant regulations.
  • Developing preparing and presenting clear and accurate financial and grant-related reports for internal management and for submission to local state and federal funding agencies.
  • Forecasting grant revenues and expenditures and designing financial reports that support grant compliance planning and presentations to boards commissions and advisory bodies.
  • Assisting with preparing and presenting the annual budget monitoring departmental expediters applying cost-control measures and indirect cost rates and ensuring timely payment of authorized obligations.
  • Reconciling financial records by reviewing receipts expenditures appropriations and encumbrances; preparing journal entries and fund transfers and monitoring Financial Management System (FMS) reports for accuracy.
  • Reviewing and interpreting accounting records to ensure compliance with federal and state grant requirements and preparing required annual grant reports.
  • Preparing audit schedules and documentation responding to suitor requests and implementing audit findings and recommendations.

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.

Education:

  • Bachelors degree from an accredited college or university in accounting business administration or a related field.

Experience:
  • Four years of professional accounting experience one year of which must have involved the preparation of financial or accounting reports. Government accounting experience desired.

This is an at-will position exempt from the provisions of the City of Oakland Civil Service Rules per Charter Section 902.
