Position Overview:
Seek a detail-oriented Technical Business Analyst to bridge the gap between business needs and technical execution within a highly regulated healthcare environment. This role is responsible for translating complex regulatory and operational requirements into precise testable technical specifications. The ideal candidate possesses strong SQL acumen and excels at maintaining traceability from requirement origination through to report validation. This role partners closely with Business Intelligence (BI) and ETL development teams to ensure analytics solutions are accurate compliant and aligned with organizational goals. The Technical Business Analyst must be able to perform the essential functions of the job with or without reasonable accommodation.
Key Responsibilities
- Requirements Documentation: Author and maintain high-quality Business Requirements Documents (BRDs) and Technical Requirements Documents (TRDs) specific to reporting and analytics solutions.
- Regulatory Translation: Translate SMAC (Specific Measurable Achievable Compliance-oriented) and state/federal regulatory requirements into detailed technical specifications and SQL-level expectations.
- Traceability & Governance: Develop and maintain comprehensive traceability matrices that clearly link business requirements to SQL objects reporting outputs and UAT test cases.
- Cross-Functional Collaboration: Partner with BI developers ETL architects and data validation teams to ensure technical implementation aligns perfectly with documented requirements.
- SQL Validation: Review existing SQL logic complex queries and stored procedures to identify logic gaps relative to requirements; clearly explain technical impacts to non-technical business stakeholders.
- UAT & Defect Management: Support UAT planning and execution; assist in defect triage by translating SQL/development issues back into requirement-level gaps and facilitating resolution.
- Change Management: Manage requirement changes throughout the project lifecycle conducting thorough impact assessments and updating documentation accordingly.
SQL Translation Responsibilities
- Translate business and regulatory rules into actionable SQL logic expectations.
- Validate that SQL code accurately implements the intent of BRDs and TRDs.
- Act as a liaison during code reviews discussing logic discrepancies with developers without requiring direct code rewriting.
- Support root cause analysis by determining whether defects originate from requirement gaps or technical misinterpretation.
Qualifications & Requirements
- Education: Bachelors degree in Business Analysis Information Systems Healthcare Administration Computer Science or a related field.
- Certification: CBAP CCBA or equivalent certification preferred.
- Experience:
- 5 years of experience as a Business Analyst.
- Minimum 3 years in a technical or data-focused role involving direct interaction with databases or ETL processes.
- Proven experience supporting User Acceptance Testing (UAT) and data validation initiatives.
- Experience in Medicaid managed care healthcare analytics or other highly regulated environments is strongly preferred.
Required Skills & Competencies
- Documentation: Expert-level proficiency in authoring BRDs and TRDs with high attention to detail.
- SQL Acumen: Strong ability to read interpret and explain complex SQL queries joins and stored procedures; ability to identify logical gaps without rewriting code.
- Analytical Thinking: Exceptional skill in maintaining traceability and performing impact/gap analysis.
- Communication: Excellent facilitation and interpersonal skills; ability to translate technical concepts for business stakeholders and regulatory requirements for developers.
- Core Competencies: Technical Documentation Data Governance Interdisciplinary Collaboration Analytical Problem-Solving Adaptability in a Regulated Environment.
