Are you passionate about ensuring the safety and well-being of your community during emergenciesThe Town of Los Gatos seeks a dynamic individual to serve as an Emergency Services Analyst on a temporary part-time basis (up to 15 hours per week). CalPERS Retired Annuitants are limited to working 960 hours per fiscal year (July 1-June 30).
Working Schedule: Regular workdays are Monday through Friday with negotiable hours and the ability to work remotely. Occasional evening and weekend availability may be needed for meetings trainings exercises or emergency activations.
WHAT YOU WILL DO:
Under general direction of the Emergency Manager the Analyst will provide part-time program support for the Towns Emergency Management function. The Emergency Services Analyst will support:
Emergency Operations Planning (EOP) SEMS/NIMS Support and Program Documentation- Assist with development maintenance and periodic updates to the Towns Emergency Operations Plan (EOP) and associated annexes/attachments (e.g. evacuation communications wildfire recovery continuity and other hazard-specific or functional annexes as assigned).
- Draft format and update checklists job action sheets quick reference guides standard templates and related materials for review.
- Support plan maintenance processes including document control/version tracking distribution lists archives and ensuring staff access to current materials.
- Support incorporation of exercise and incident lessons learned into plan updates procedures and readiness materials.
Continuity of Operations and Business Continuity Support- Assist with continuity planning efforts (COOP/continuity of government and essential functions) including templates trackers departmental outreach support and document organization.
- Support administration and upkeep of continuity-related tools and documentation (e.g. continuity platform support continuity checklists essential function summaries) consistent with Town processes.
Training and Exercises (T&E)- Support coordination of trainings and exercises (scheduling room setup materials participant rosters sign-in documentation and post-event documentation).
- Assist with exercise planning materials and documentation (agendas scenario materials injects evaluation forms meeting notes).
- Assist with After Action / Improvement Plan (AAR/IP) support and tracking of corrective actions as assigned.
- Maintain training-related records and trackers supporting readiness and compliance needs.
Emergency Operations Center (EOC) Readiness Resources and Response Support- Support EOC readiness activities such as maintaining reference materials contact lists/rosters forms checklists and basic readiness trackers.
- Assist with tracking EOC-related supplies equipment needs and readiness documentation (not procurement authority unless explicitly assigned).
- When activated and available provide EOC/incident support consistent with training level (e.g. documentation message logging basic status/resource tracking) under supervision and established procedures.
Grants Reporting and Program Tracking Support- Support grant opportunity research and preparation of supporting documentation tracking and reporting assistance as assigned (e.g. EMPG-related documentation readiness deliverables invoices/backup).
- Support basic recordkeeping and organization for emergency management cost documentation and reimbursement support as directed (e.g. organizing documents trackers and supporting materials).
- Maintain program trackers (contacts/rosters trainings/exercises deliverables outreach metrics inventories and related readiness items).
- Support routine administrative processes consistent with Town procedures (e.g. vendor/subscription documentation invoice backup and routing support).
Wildfire Preparedness Program Support- Support planning and implementation of wildfire preparedness initiatives (workplan support meeting materials tracking outreach support partner coordination support).
- Assist with organizing and documenting wildfire program activities and deliverables (materials summaries partner coordination notes community education items) as assigned.
Emergency Preparedness and Community Support- Support preparedness messaging and materials (draft content for handouts web updates newsletters and outreach materials).
- Support logistics and documentation for community preparedness activities/events as assigned.
- Coordinate as needed with internal partners on preparedness activities including interaction with the Police Departments CERT program (CERT is led by PD; this role may support coordination and information sharing as assigned).

The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Towns 150 full- and part-time employees are organized into the following departments: Parks & Public Works Community Development Police Library; and Administrative Services. Additional knowledge skills and abilities for the Emergency Management Program Support assignment include:
- Working knowledge of NIMS/ICS and the ability to support emergency management activities in alignment with these principles; familiarity with California SEMS concepts is highly beneficial.
- Strong written communication skills; ability to produce clear organized and professional program documents.
- Strong organizational skills and attention to detail; ability to manage trackers maintain orderly records and meet deadlines.
- Ability to coordinate logistics and follow established procedures for trainings exercises and program activities.
- Ability to communicate effectively and work professionally with staff across departments and partner agencies; discretion in handling sensitive or operational information.
Minimum Qualifications
REQUIRED EDUCATION EXPERIENCE AND TRAINING
Any combination of education experience and training that would provide the required knowledge and abilities is qualifying. Typical qualifications include:
- Experience:Two (2) years professional level administrative or operational support experience.
- Education:A Bachelors degree from a college or university in Public Administration Business Administration or a related field.
- Required Certification: Completion of ICS-100 ICS-200 (or IS2200) IS-700 and IS-800 or ability to complete within 60 days of hire.
