6 Month Contract With A Local Authority
Job Purpose
To support the Transport Strategy Manager in the development and delivery of a programme of local bus infrastructure schemes funded through the Department for Transports Bus Settlement Fund (from 2025/26 onwards) with an allocation of approximately 1.3m per annum for the duration of the funding.
The role will be responsible for delivering projects in line with the Isle of Wight Bus Service Improvement Plan (BSIP) Delivery Plans and the emerging Island Transport Plan. This includes managing a portfolio of infrastructure schemes using robust project management methodologies ensuring effective stakeholder engagement and maintaining clear communication across all project partners.
Key Responsibilities
Develop and manage a programme of bus infrastructure improvements in accordance with funding conditions and strategic transport objectives.
Deliver schemes including (but not limited to):
Bus shelters
Hard standings
Accessibility improvements
Real-time passenger information systems
Lighting and CCTV installations
Oversee projects from conception through to completion ensuring delivery to agreed time cost and quality standards.
Establish and maintain detailed project plans risk registers budgets and reporting mechanisms.
Ensure projects comply with the Isle of Wight Councils Project Management Framework and governance requirements.
Produce clear and concise documentation for reporting to relevant boards and committees.
Lead the procurement and commissioning of external suppliers and delivery contractors.
Work closely with Engineering and Commercial teams within Highways & Transportation to ensure compliant and value-for-money procurement processes.
Manage supplier performance and contractual relationships.
Work collaboratively with the Transport Strategy Manager and Transport Strategy Officer to ensure schemes align with strategic policy objectives.
Contribute to the development of local design standards for bus infrastructure.
Ensure alignment with national standards particularly in relation to accessibility safety and inclusive design and adopt national best practice where appropriate.
Identify map and manage all relevant stakeholders including community groups transport operators elected members internal departments and external partners.
Facilitate cooperative and partnership working to support scheme development and delivery.
Maintain effective communication channels and ensure regular engagement with stakeholders.
Provide advice and guidance to senior officers and key strategic decision-makers.
Manage risks proactively to protect the Councils interests and reputation.
Take responsibility for quality assurance and overall programme integrity.
Ensure schemes meet required technical safety and accessibility standards.
Monitor performance against agreed outcomes and funding requirements.
Identify opportunities to add value to projects and contribute to wider corporate Highways and Transportation objectives.
Requirements
Proven experience delivering highways transport or infrastructure projects within a local authority or similar public sector environment.
Experience managing externally funded programmes and complying with grant conditions.
Strong track record in procurement and contractor management.
Experience establishing project governance and reporting to boards or committees.
Demonstrable experience of stakeholder and community engagement.
Strong knowledge of project management methodologies (e.g. PRINCE2 MSP or equivalent).
Understanding of national highway and transport design standards including accessibility and safety requirements.
Excellent risk management and financial management skills.
Strong written and verbal communication skills.
Ability to manage multiple workstreams simultaneously.
Ability to provide clear advice to senior decision-makers.
Experience working with Department for Transport funded programmes.
Knowledge of bus infrastructure design and delivery.
Understanding of local transport planning policy.
