Job Summary

Human Resources is located at the EIPS Central Administration building in Sherwood Park at 683 Wye Road. Providing services for the Division Central Services is comprised of eight departments in addition to the Board of Trustees. The departments include Education Executive Communication Services Facility Services Student Transportation Human Resources Financial Services Supports for Students and Information Technologies. Central Services is staffed by 190 employees.

EIPS is recruiting a full-time Human Resources Business Partner with our Human Resources department. The primary responsibilities of this position will be related to employee compensation including but not limited to leading the review of and updating job descriptions leading the job evaluation process and advising on compensation related matters.

JOB SUMMARY

The Human Resources (HR) Business Partner acts as the first point of contact for Elk Island Public Schools (EIPS) staff and contributes to the operational effectiveness of the division. The position responds to employee inquiries provides guidance and/or refers to the appropriate area for resolution. The HR Business Partner provides accurate and relevant information and advice to senior management and school administrators regarding EIPS policies procedures the certificated staff collective agreement and personnel matters including performance management. The position maintains employee life cycle events in the HR Management System (HRMS) drafts updates to policies and procedures conducts workplace investigations provides input on staffing decisions supports learning and development and supports the disability and leave process for employees. The position supports a collaborative respectful and efficient work environment that contributes to the departments overall success.

HR Advisory Workforce and Employee Relations Support

  • Act as a strategic HR partner by coaching and advising EIPS leadership administrators and employees on HR matters including the interpretation and application of relevant legislation the collective agreement the classified handbook administrative procedures the compensation plan and applicable benefit programs.
  • Collaborate with leadership including administrators on workforce planning staffing employee mobility while ensuring compliance with related legislation the Collective Agreement and EIPS administrative procedures.
  • Manage and resolve complex employee relations issues and workplace conflict facilitating timely resolutions for leadership and support staff.
  • Review and initiate action to resolve employee concerns and escalate as appropriate.
  • Educate and coach leadership on performance management practices progressive discipline processes and terminations while ensuring compliance with relevant legislation collective agreement classified handbook and administrative procedures.
  • Conduct workplace investigations and provides findings and recommendations to HR senior leadership.
  • Collaboratewith the Health Recovery Advisor and supervisor on employee leaves return to work plans worker compensation claims and investigations workplace accommodations and replacement staffing.
  • Serve as the liaison between the supervisor and employee in facilitating successful return to work plans including employee accommodations as needed.

Organizational Design

  • Participate in compensation related projects and conduct classification/job evaluations and position reviews as assigned.
  • Consult and collaborate with leadership on organization structure changes review and updates to existing and new job descriptions.
  • Facilitate the position appeal process according to established guidelines and administrative procedures and best practices.
  • Collaborate with ERP Business Analyst to collect review and analyze data prepare reports to inform HR practices programs and that align with HR strategic goals and operational plans.
  • Drive continuous improvement initiatives in key human resources areas such as retention employee engagement strengthening of the front-line supervision and HR process.
  • Administer human resources best practices and legal requirements and forecasts HR trends to proactively find solutions and strategies in support of the HR goals and priorities.
  • Participate support and lead divisional projects committees and initiatives assigned.

Training and Development

  • Partner with HR leadership to develop and deliver organizational learning and development programs such as new employee onboarding employee learning and development. employee certification and supervisory training.
  • Partner with HR team and supervisory staff to identify knowledge gaps and learning and development needs.
  • Collaborate with department staff and supervisors to create and maintain HR programs and training initiatives that promote the desired organizational culture for EIPS.
  • Conduct research on HR practices and keep informed on new developments including advancements in HRIS technology.

QUALIFICATIONS

Education:

  • Minimum Required: Degree in Human Resources Business Administration or related field.

Experience:

  • Minimum Required: Five years of Progressive HR expereience.
  • Preferred: Experience implementing HR projects. HR experience in an education setting.

Knowledge Skills and Abilities:

  • Knowledge of human resources employment standards OHS and human rights legislation regulations and best practices.
  • Knowledge in recruitment job classification employee relations attendance management and learning and development programs and best practices.
  • Excellent communication skills both written and oral.
  • Skills in prioritization organization and time management.
  • Strong problem-solving and mediation skills.
  • Advanced interpersonal skills and abilities in consulting and collaborating with stakeholders and EIPS staff.
  • Ability to manage and adapt to changing priorities and schedule interruptions.
  • Ability to remain calm and apply rational and creative responses in response to problem solving or conflict.
  • Ability to successfully work in a team environment as well as independently with minimal supervision.
  • Proficient in HRIS systems Microsoft Office Suite web-based applications and emerging technology.

Qualifications Certifications and Designations

Preferred: Chartered Professional in Human Resources (CPHR) designation or working towards designation.
