Description of Work
The Transportation Manager position primarily responsible is the efficient and cost-effective operation of DACs Fleet of vehicles ensuring the fleet runs smoothly and safely. The position is responsible for directly managing the DAC Fleet/Transportation Section. The position oversees/manages the Fleet/Transportation sections directly supervising (2) Fleet Support Specialists and indirectly supervising (8) full-time employees (3) temporary employees and 8-12 paid offenders. This section is responsive to the various Fleet Coordinators who represent the various interests of divisions within DAC. This position is responsible for managing the 6000 DAC vehicle fleet (owned and/or leased) reporting on appropriateness to purpose of vehicle assignment the adequacy of fleet sizing reliability of fleet performance and the responsiveness of fleet availability to departmental demand. The DAC fleet is complex and includes not only sedans SUVs minivans and trucks but also includes a large number of secured sedans SUVs vans trucks handicap vans used to transport offenders in and out of state tractor trailers used to transport food and supplies across the state and heavy-duty vehicles used to support maintenance and construction workers across the state. This position also provides monthly reporting metrics on vehicle assignment counts vehicle performance trending vehicle maintenance costs and vehicle mileage reporting compliance. This position will also oversee the Adult Correction GPS vehicle tracking system (Geotab).Knowledge Skills and Abilities/Management Preferences
45% - Planning Organizing and Directing Work Responsible for developing gathering data and reporting on operational metrics such as fleet operational and financial performance and efficiency Responsible for Procurement and Lifecycle Management by selecting the right vehicles (through leasing or purchasing) managing their lifecycle from acquisition to replacement and optimizing vehicle utilization. Provides problem solving and complaint investigation and response with regard to fleet vehicle activity interacting with DAC Facility Vehicle Coordinators to produce responses to appropriate jurisdictional authority. Determines vehicle specifications replacement options vehicle rotations and approves/disapproves new vehicle requests based on availability of underutilized vehicles operational need and justification and historical data. Position responsible for compliance and ensuring all vehicles adhere to safety standards emissions requirements and other relevant regulations. Communicates regularly with Division of Administrations Motor Fleet Management Department of Transportation Automated Fuel Sections Purchasing Management State Insurance carrier private insurance companies and vendors concerning orders and contracts. Ensures the vehicle surplus program is operating effectively and efficiently to maintain a healthy fully functional fleet. Ensures that all fabrication security and installation (vehicle and communications) meet or exceed accepted standards. Ensures all safety precautions and processes are enforced and maintained. They develop implement and enforce Fleet Policies related to vehicle usage safety. The position will utilize technology like GPS tracking telematics and other technologies to improve efficiency and safety across the fleet.
25% - Fiscal Projection Analyses and Reporting The position is responsible for creating and managing the fleet budget tracking expenses and identifying opportunities for cost reduction. They implement strategies to minimize fuel consumption reduce maintenance costs and optimize overall fleet expenses. Responsible for determining budgetary requirements and managing operational budgets. Performs monitoring by tracking key metrics like fuel consumption maintenance costs driver behavior and vehicle utilization. Generates reports and using data-driven insights to make informed decisions and improve fleet performance. Monthly will review actual fleet financial performance versus budget expectations to include managing the cost of maintenance repair and replacement of fleet assets within the financial resources allocated. Responsible for asset utilization by Monitoring vehicle usage patterns load capacities and idle times to maximize efficiency and identify opportunities for fleet downsizing or expansion. Position is responsible for monitoring driver performance providing feedback and addressing any issues or concerns. Will provide executive leadership with additional budgetary priorities and cost estimates of vehicles and equipment needs. Makes equipment and vehicle purchasing decisions based on priority and available funding.
20% - Strategic Planning The position is responsible for creating the creating a roadmap to optimize vehicle operations reduce costs enhance safety and improve overall efficiency of DACs Fleet. This includes defining goals analyzing current operations developing key performance indicators (KPIs) and implementing initiatives like vehicle replacement schedules and preventive maintenance. Effective planning ensures alignment with broader business objectives such as cost reduction operational efficiency and sustainability.
10% - Perform other duties and tasks as required to meet mission requirements. The consequence of any errors in this position directly affects officers and other department personnel safety.
Salary Range: $60881-$106544
Pay Grade: NC17
